HomeMy WebLinkAbout06-24-03 "" CITY COUNCIL COMMITTEE ON NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT Meeting Minutes June 24, 2003 CALL TO ORDER The meeting convened at 5:40 p.m. in Room 831 of City Hall. ATTENDANCE The following Council members were present: Lisa Bist and Alberta Christy Staff present were: Cynthia Nelson, Deputy City Manager/Development Services; Ben Kaufman, Chief Assistant City Attomey; Bruce Dunams, Community Preservation Manager; Gary Mack, Senior Building Inspector; and Teri Cable, PWA Administrative Services Manager. AGENDA ITEMS 1. APPROVAL OF MINUTES - APRIL 22, 2003 MEETING Approved by a vote of 2:0 2. NEWSRACKS UPDATE "" Staff will reevaluate the proposed regulations in light of the Nike decision expected from the Supreme Court in the next few days. Public Works Agency staff will meet with industry representatives prior to the next NI/CE Council Committee meeting. 3. VENDING TRUCK ORDINANCE UPDATE Staff made a presentation, passed out draft ordinance language and public comment was received. After discussion of potential schedule, it was agreed that this item should not be on the next agenda. 4. VENDING MACHINE ORDINANCE UPDATE Staff made a presentation and passed out draft ordinance language as recommended by the Planning Commission on June 23. Public comment was solicited and the schedule for council consideration was discussed. 5. PUBLIC COMMENTS Mary Bloom Ramos stated: (a) at her recent meeting with community members, Cornerstone Village residents expressed that they did not want food vendors in their neighborhood, and (b) in Cornerstone Village area, vendors are selling guns, cigarettes and illegal fireworks, and holding guns, and (c) these vendors will not take cash, only credit (for which they charge interest). ...... '" Judy Edge stated: she provided a punch list of items in Sandpointe that need to be addressed (including shopping carts and "grand opening" banners that should be removed, and thanked Gary Mack for meeting with her on May 29 to take care of many of items. Mr. and Mrs. Gabriel Newhouse both commented on the vehicular vending ordinance. 6. COMMITTEE MEMBER COMMENTS The councilmembers asked for the following items on the next meeting agenda: Councilmember Christy: Front yard residential fence regulations. particularly the issue of fences that are started but never finished; and owners of yard areas near schools who are being cited and held responsible for maintenance even though their yards are being destroyed by student trespassers. Councilmember Bis!: Update on status of proposed regulation of human signs, and update on regulations on news racks in the public right of way. Also will be looking forward to a memo from the City Attorney's office regarding the upcoming Nike decision from the Supreme Court. 7. ITEMS FOR NEXT MEETING A. Front Yard Fence Regulations B.
