RECONVENED - 6:42 P.M. - All Councilmembers present except Councilmember Griset. COMMENTS 90.A. PUBLIC COMMENTS Maurice Douek, 8462 Sunset Blvd., #4E, Los Angeles, expressed concern regarding the proposed ban on overnight parking in the area adjacent to his apartment buildings at 1605 N. Flower and 1522 N. Parton; and requested assistance from the City in finding additional parking for his tenants. The Mayor referred Doueil to the City Manager. Rosa Ramirez, 2188 Placentia, Costa Mesa, expressed concern regarding the insufficient number of soccer fields and poor conditions at the soccer fields in the City of Santa Ana. Recreation and Community Services Agency Executive Director Allen Doby, responded to Ms. Ramirez, indicating the City lacked the funds to immediately correct conditions but that several additional soccer fields were proposed for construction by the end of 1992. Alex Vega, 1807 W. Fifth Street, encouraged the City Council to allow operation of a swap meet in the City whose proceeds would be used to provide funding for soccer fields. 90.C. CITY COUNCIL COMMENTS Councilmember Norton expressed concern that the exodus of summer school students en masse from Saddleback High School was creating a "traffic hazard" in the area adjacent to the High School. The Mayor referred the matter to staff for discussion with the administration of the School District. Councilmember Acosta alerted staff to the proliferation of weeds at a 200- unit apartment under construction at Fourth and French, and suggested staff proceed with weed abatement on the property. He also inquired as to whether the recently adopted Pushcart Ordinance would include enforcement against food vendors selling prepared foods directly from containers as opposed to pushcarts in City parks and on downtown streets. The City CITY COUNCIL MINUTES 217 JULY 15, 1991 Attorney indicated all sales were prohibited in City parks and that he would investigate the second issue. Also in response to Councilmember Acosta, Planning and Building Agency Executive Director Robyn Uptegraff indicated the pushcart enforcement position would be bi-lingual and that materials would be printed in Spanish and English for distribution to vendors informing them of the changes in the code. Councilmember McGuigan, citing the proliferation of fireworks incidents related to the July 4th holiday, requested the Public Safety Committee again consider a Citywide ban on fireworks and work with other Orange County cities which still allowed fireworks to encourage institution of similar bans. In response to Councilmember Richardson, Public Works Agency Executive Director Jim Ross indicated that the scoping process had begun relative to the McFadden-Main Street realignment and that a meeting would be held with neighborhood residents on July 17, 1991 in the Council Chambers to advise them regarding the construction process. The Clerk of the Council announced the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally to which the City was a party, to wit: Palomino vs. City of Santa Bott vs. City of Santa Ana Brunmeier vs. City of Santa Ana (Worker's Compensation) Perry vs. City of Santa Aha Cotton vs. City of Santa Ana (Worker's Compensation) and pursuant to: Government Code Section 54956.9Co)(1) regarding pending litigation of significant exposure.
