Minutes of Meeting
January 9, 2006
CALL TO ORDER
The meeting was convened at 6:10 p.m. in City Hall, 20 Civic Center Plaza, 8th
Floor, Room 831, Santa Ana, California.
ATTENDANCE
Council members present: Alberta Christy, Claudia Alvarez. Councilmember
Carlos Bustamante absent.
Staff present: Assistant City Attorney Paula Coleman, Police Chief Paul Walters,
Fire Chief Phil Garcia, Lt. Dave Jones and Sgt. John Folio.
SUMMARY OF DISCUSSIONS
1. APPROVAL OF MINUTES
Approved Minutes of the July 11, 2005 meeting.
2. TOWING COMPANIES UPDATE
Lt. Dave Jones reviewed the latest patrol or predatory towing practices
and the Ninth Circuit Court ruling regarding patrol towing. He said the
Police Department will continue to monitor all tow companies operating in
the City of Santa Ana to ensure that they are operating according to CVC
22658(L)(I).
3. RED LIGHT PROGRAM ENFORCEMENT AND REVENUE
Lt. Dave Jones reviewed the Automated Red Light Camera System
(ARLCS) and updated the Committee on the effects of the program
during 2005. There are presently 19 cameras fully operational.
Total revenue received from the ARLCS from January 2004 through
November 2005 was $3,407,066. During that same time frame, total
expenditures for vendor services were $1,931,036 for a net gain of
$1,476,030. During this time, the City experienced a 13% decrease
in injury related collisions resulting from red light violations, and a
23% decrease in all red light related collisions citywide.

4. GANG ACTIVITY UPDATE
Sgt. John Folio briefed the Committee on the new pilot program
called "Strike Force." This pilot program assigns 10 highly trained
SWAT officers as a team to work with other units within the
department (Crime Analysis, Special Investigations, Gangs, etc.) to
reduce the City's overall violent crime rate on a citywide basis.
Since it's inception on December 1, 2005, there have been a total of
99 arrests, 6 stolen vehicles seized, 7 weapons seized on suspects,
190.3 grams of narcotics seized, 246 field investigation cards
completed, and 34 gang identification reports completed. This pilot
program will be evaluated to determine the overall effectiveness of
the strategy.
5. SWAT AND COMMAND POST VEHICLES
Sgt. Dan McDermott escorted the Committee on a tour of the fully
equipped SWAT and Command Post Vehicles.
