RECONVENED - 6:59 P.M. - All Councilmembers present. COMMENTS 90.A. PUBLIC COMMENTS Pat Mill, 617 S. Starboard, urged the Council to ban fireworks including those labeled "safe and sane" fireworks in Santa Ana. She also expressed dissatisfaction with the City's tree removal practices and lack of curb and gutter replacement in her neighborhood. 90.C. CITY COUNCIL COMMENTS At Councilmember Acosta's request, Maintenance Services Manager Larry Christian explained the City's procedures for tree removal and indicated he would report on Ms. Mills complaints. Councilmember Acosta also noted that he had heard the City was going to lose the Jeep dealership in the Auto Mall; the City Manager indicated he would investigate. Councilmember McGuigan encouraged the removal by staff of political signs on telephone poles in the public right-of-way. She also urged the listening audience to attend the "Antique and Classic Car" parade scheduled for Saturday, August 10, 1991, traversing from Centennial Park to South Coast Village. CITY COUNCIL MINUTES 236 AUGUST 5, 1991 Mayor Pro Tem Pulido requested staff begin research on a comprehensive ordinance on motor homes. In response to Councilmember Richardson's inquiry, the Fire Chief reported the Fire Department would soon begin using signal-preemption devices which allow fire personnel to control traffic signals during emergency runs on First and Fourth Streets. Councilmember Griset expressed concern that the City would be negatively impacted if the City were divided into three Supervisorial Districts as proposed under one of the County's redistricting plans. Councilmember Norton reported pavement deterioration at the railroad crossing at Bear and Alton Streets. Mayor Young indicated the railroad crossing at Flower and Alton was also deteriorated. Mayor Young requested staff investigate the following: -- Car industry trends resulting from the recent economic downturn -- Controls for temporary/promotional signs including floating balloons -- Removal of graffiti along the train route through Santa Ana Presentation to the Council as soon as possible regarding the Educational Facilities Program proposed to be funded through a Citywide redevelopment project RECESSED TO CLOSED SESSION - ROOM 147 - 7:25 P.M. The Clerk of the Council announced the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally to which the City was a party, to wit: Bott vs. City of Santa Ana Brezden vs. City of Santa Ana Agamalian vs. City of Santa Aha Villarruel vs. City of Santa Ana (Worker's Compensation) Czarneski vs. City of Santa (Worker's Compensation) Government Code Section 54956.9(b)(1) regarding pending litigation of significant exposure Government Code Section 54957 to consider personnel matters.
