The Mayor opened the continued public hearing regarding the Ward redistricting at
6:39 p.m..
Presentation of revised map and staff comments by: Francisco Gutierrez, Executive
Assistant to the City Manager
Presentation of written comments by Janice C. Guy, Clerk of the Council: None
The following persons spoke regarding the revised map:
Arturo Montez, 8283 Mulberry, Buena Park, representing the Hispanic Redistricting
Committee, expressed his concerns about the new ward numbering.

Ruben Smith, 29591 Crown Creek, Laguna Niguel, representing the Orange County
Committee for Fair Elections, requested that the map labeled Exhibit B be amended by
moving Census Tracts 740.04 from Ward 6 to Ward 1 and 740.05 from Ward 1 to Ward 6
to keep communities of like interests together.
Miles Leach, 2025 W. Tenth Street, expressed the opinion that elected officials should
represent the people who elected them and not any particular race or ethnic group.
There were no other speakers on the matter.
The Mayor closed the public hearing at 7:34 p.m.
Motion: Place ordinance on first reading and authorize publication of title.

90.A. PUBLIC COMMENTS
Florence Leach, 2025 W. Tenth Street, eulogized Jim Lowman, a community activist who
recently passed away, and requested the City Council to adjourn the meeting in his memory.
Paul Williams, 522 W. Aurora, expressed the opinion that the redistricting plan illogically
links Sunflower Avenue to 17th Street and requested the City Council to reconsider its vote
on Item 75.A.

CITY COUNCIL COMMENTS
Councilmember Norton thanked Florence I~,ach for her request to honor Jim Lowman and
praised the late Mr. Lowman for his civic involvement. Councilmember Norton also
indicated his intention to consult the District Attorney and the State Attorney General on the
legality of campaign contributions made by incumbent Councilmembers to candidates running
for City office and the new redistricting plan passed by the Council.
Councilmember Acosta requested staff investigate the feasibility of retrofitting City Hall with
fire sprinklers. He also asked the Council to review the City Attorney's memorandum dated
February 18, 1992 on a campaign limit ordinance.
Mayor Pro Tem Pulido requested staff outline possible legal action that can be taken against
individuals who create nuisances by repeatedly holding large and loud parties.
Councilmember Richardson reported receipt of a letter from Comcast Vice President and
General Manager David Barford regarding Comcast Cable's decision to table its scrambling
plan. Councilmember Richardson also noted that the U.S. Attorney's plan to use the
"federal school yard" rule to prosecute three drug dealers arrested in the Willard
Intermediate School area will provide law enforcement officers with a new tool to combat
crime.
Councilmember Griset requested staff draft policies that would establish preference for Santa
Ana residents in the awarding of manual and skilled labor contracts, such as those for
sidewalk improvements. He also requested Councilmember Norton to report back to the
Council at a future date on the outcome of his meeting with the District Attorney and the
State Attorney General.
