RECESSED TO INDUSTRIAL DEVELOPMENT AUTHORITY FOLLOWED BY HOUSING AUTHORITY- 6:23 P.M. RECONVENED - COUNCIL CHAMBERS - 6:24 P.M. - All Councilmembers present. COMMENTS 90.A. PUBLIC COMMENTS Miles Leach, 2025 W. Tenth Street, explained that his statement at the previous Council meeting was a fact, not an opinion. He further clarified that "since the Council is not elected by wards, there is no ward representation by the Council and there is definitely no minority representation no matter how you divide your wards up." Kathi Jo Brunning, 2414 N. Spruce Street, requested a status report on the Northwest Traffic Plan and expressed concern that a proposed camping ordinance might negatively impact Girl Scout camping activities. The City Attorney explained that groups with permits would not be impacted by the proposed ordinance. The Public Works Agency Executive Director indicated he would provide Ms. Brunning with a copy of the memo previously given to Council regarding the Northwest Traffic Plan's status. 90.C. CITY COUNCIL COMMENTS Councilmember Norton requested staff provide him with the schedule for installation of a left-turn signal for east-west traffic at the Bristol/Segerstrom intersection. Councilmember McGuigan requested a similar report from staff regarding a left-turn signal at the Bristol/McFadden intersection. She also informed the listening public that CalTrans was cooperating in recycling efforts by reusing asphalt removed for the interstate widening project, rather than sending the material to a landfill. In response to Councilmember Griset's inquiry regarding development of a preferential policy for awarding labor contracts to Santa Ana residents, the City Manager explained that staff was surveying other jurisdictions and would be providing information to the Council at a later date.
