NEW COUNCIL ORIENTATION
Assistant City Manager Debbie Kurita distributed a revised orientation schedule, indicating a
briefing on the City's 30-Year Master Plan would follow the Planning and Building Agency
overview, and Budget discussions would commence in January following the last two
department presentations by Personnel Services and Finance and Management Services.

PLANNING AND BUILDING AGENCY
Planning and Building Agency Executive Director Robyn Uptegraff provided an overview of
her agency's operations, presented charts demonstrating a Comparison of Commercial
Standards between 1982 and 1992, as well as a Comparison of Santa Ana's Commercial
Development Standards with other Orange County cities, and explained how her agency's
goals and objectives related to the City's purpose and goals.
She then presented the Agency's organizational chart. With the exception of the
Administrative Services Division, each Division Manager and Section Manager briefed the
Council concerning their respective areas and responded to Councilmembers' questions.

RECONVENED - 7:30 P.M. - Same Councilmembers present.
The presentations referenced above continued.
Councilmember Richardson suggested the Code Enforcement Section develop community
awareness regarding code enforcement work schedules, types of services provided,
geographical areas covered, and staff member assignments. He also encouraged staff to
provide the Council with feedback on program results that the Council can use to work with
members of the judicial system to reinforce the City's code enforcement efforts.
Executive Director Uptegraff summarized the recent major construction projects processed
through her Agency.
