RECONVENED - COUNCIL CHAMBERS - 6:50 P.M. - Ali Councilmembers present except Councilmember Norton who was absent. CITY COUNCIL MINUTES 10 JANUARY 4, 1993 COMNIENTS 90.A. PUBLIC COMMENTS Richard Kirwan, a North Santa Ana resident, reported a proliferation of graffiti in his neighborhood and requested the City's assistance with its removal. The City Manager and Police Chief Paul Walters reported a drastic escalation in graffiti- related "tagging" incidents both citywide and countywide in the past two months. The City Manager indicated staff was aggressively pursuing the prompt removal of graffiti but forewarned the Council the graffiti budget might have to be increased. Councilmembers discussed the graffiti problem at length and requested the City Manager augment its anti-graffiti program through such measures as: - distribution of a flyer through the schools informing students and parents of the penalties imposed for applying graffiti; -requests to residents to videotape anyone observed applying graffiti; - use of juvenile offenders and also their parents to paint over graffiti; - imposition of property liens where possible to recover graffiti removal costs; - rewards to those who report graffiti offenders; and - identification and prosecution of "tagging" leaders. Dolores Otting, 2130 Canyon Drive, Costa Mesa, representing Five Star Rubbish, suggested Councilmembers personally participate in anti-graffiti programs at local schools. She also expressed concern regarding incorrect reporting of trash tonnage in the County and the ability of private companies to indemnify cities relative to Assembly Bill 939 recycling requirements. Margaret Farris, 15200 S. Magnolia, #43, reported continuing threats to her personal safety and other homeless people. Madelene E. Arakelian, 2021 Business Centre Drive, representing South Coast Rubbish, urged the City Council to reconsider its decision concerning a unified trash collection service in favor of splitting the commercial and residential portions of trash collection to allow more participation by small haulers. RECESSED TO CLOSED SESSION - 7:26 P.M. CITY COUNCIL MINUTES 11 JANUARY 4, 1993 The Clerk of the Council announced that the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City attorney regarding pending litigation which had been initiated formally, and to which the City was a party, to wit: Clehr vs. City of Santa Ana Lazaro vs. City of Santa Ana Lambert vs. City of Santa Ana, and regarding pending litigation identification of such litigation, which if identified, would jeopardize the City's ability to conclude existing settlement negotiations to its advantage. RECONVENED - COUNCIL CHAMBERS - 8:03 P.M. - All Councilmembers present except Councilmember Norton who was absent. 90.A. PUBLIC COMMENTS (Continued) Alberta Christy, 2108 W. Glenwood Place, reported the recent formation of the Valley High Neighborhood Association, cited the Association's efforts to deter gang activity in the Neighborhood, and thanked the City for its assistance in the effort. 90.B. CITY COUNCIL COMMENTS Councilmember Richardson requested Police Chief Paul Walters investigate a new law which makes parents liable for transporting juveniles released from detention, indicating this law should have positive impacts for the City of Santa Aha. Mayor Pro Tem Pulido requested an excused absence for the Council meeting of January 19, 1993 due to his attendance at the Presidential Inaugural in Washington D.C. He indicated he would be advocating on behalf of Santa Ana regarding both the Federal Courthouse Project and the Weed and Seed Program while in Washington. Councilmember Mills expressed concern that the projected increase in "train trips" through the City of Santa Aha would pose an increased public safety hazard at train crossings and requested staff investigate possible closure of the crossing at Fairhaven and Lincoln. Councilmember Moreno requested that more information regarding Civil Code abatement procedures be sent to neighborhood associations. CITY COUNCIL MINUTES 12 JANUARY 4, 1993 Mayor Young requested that the Public Works and Community Development Agencies develop plans to improve the area along Century Boulevard adjacent to the proposed Vietnamese Cultural Center (Item 9.A.). He also requested staff investigate a joint private sector-city government program recently proposed by the City of Mission Viejo to create memberships at recreational centers to finance ongoing recreational maintenance.
