Meeting Minutes
April 25, 2006
CALL TO ORDER
The meeting was called to order at 5:51 p.m. in the Council Chambers, 22 Civic Center
Plaza, Santa Ana.
ATTENDANCE
The following Committee members were present: Lisa Bist, Alberta Christy and Carlos
Bustamante
Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth
Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant
City Attorney; Bruce Dunams, Community Preservation Manager; and Steve Gutmann,
Supervisor of Inspections.
AGENDA ITEMS
1. APPROVAL OF MINUTES - MARCH 28, 2006 MEETING

2. PRE-SALE INSPECTION PROGRAM
Bruce Dunams provided a historic overview of the development of the pre-sale
inspection program to date including the outreach program to both the interested
community citizens and the local real estate industry. Steve Gutmann provided an
overview of the proposed operation of the program for the city of Santa Ana. His
overview included a brief history of the pre-sale programs in the southern California
region.
Several committee members posed a number of questions for staff generally
revolving around staffing issues and potential exemptions from the program.
Several committee members had met representatives from their neighborhoods who
expressed some apprehensions about the proposed program.
The following individuals spoke in opposition of the program: Helen Peguish and
Pete Maddox
The following individuals spoke in support of the program: Julie Stroud, Ray
Gawronski, Desi Reyes, Mark Guzman, Dorothy Newhouse and John Soholite

The discussion concluded with several discussion items including staff research of
differing disclosure options and a recommendation to increase penalty fees for ...,J
failure to comply with the terms of the program.
3. PUBLIC COMMENTS ON NON-AGENDA ITEMS
The public noted that:
· there is a marked increase in business trucks throughout the community with
graffiti
· the mobile vending ordinance needed to be applied evenly throughout the city
