PERSONNEL SERVICES
Personnel Services Executive Director Kermit Francis introduced the agency's division heads
who provided brief self-introductions: Swadesh Chopra, Employee and Community
Relations; Rita Owens, Personnel Operations; Jeff Stevens, Risk Management; and Lucia
kanzner, Employee Benefits and Compensation.
Francis and Senior Personnel Analyst Ellen Smiley then described the responsibilities of the
foregoing functional areas, and discussed the marked changes in personnel services since

1963 as a result of the extraordinary increase in workforce laws and regulations. Francis
also outlined the agency's long-term goals. Both Francis and Smiley responded to
Councilmembers' questions.
Councilmember Norton requested Councilmembers be notified regarding Personnel Services
workshops and suggested an employee recognition program be developed to make the
community more aware of City employee accomplishments.
In response to Councilmember Norton's query regarding use of contract rather than City
employees to reduce costs, the City Manager indicated the long-term strategy for the City
anticipated continued reduction of the workforce, increased privatization, and development of
a core group of experienced City staff to administer contracts.
Councilmember Richardson noted privatization of City services would require a case-by-case
analysis.
