MINNIE STREET PARKING Community Development Agency Executive Director Cindy Nelson reported a recent survey conducted by staff in the Minnie Street area found that the majority of Minnie Street residents did not support a "no parking" zone on either the east or west side of Minnie Street. WESTMINSTER Filed by Larry Lazar for a reduction in lot size, setbacks and landscaping for a proposed commercial building Recommended for approval by the Planning Commission on April 12, 1993 by a 4/3 vote Legal notice mailed on May 7, 1993 Public hearing was closed on May 17, 1993. Larry Lazar, 3636 Birch Street, Suite 5290, provided the Council with an update regarding his discussions with Stater Bros, the property owner adjacent to the proposed development at 2629 W. Westminster. Motion: Approve and file Notice of Exemption and instruct the City Attorney to prepare a resolution. Approving VA 92-008 and affirming the decision of the Planning Commission, subject to maintenance of a 20-foot building setback on Sydney Street reducing building by approximately 175 square feet and removing the walkway from the required landscape setback. GIFT BAN ORDINANCE (COUNCILMEMBER RICHARDSON) Motion: Place ordinance on first reading and authorize publication of title. ORDINANCE NS-2201 - An ordinance of the City of Santa Ana adding Article IX to Chapter 8 of the Santa Ana Municipal Code to prohibit the donation and receipt of specified gifts to public officials MOTION: Richardson VOTE: AYES: NOES: ABSENT: Norton SECOND: Pulido Lutz, Mills, Moreno, Pulido, Richardson, Young None FILE BK Councilmember Mills requested that members of the City's Boards and Commissions be advised of the new gift ban ordinance. COMMENTS 90.A. PUBLIC COMMENTS Tim Carpenter, 202 W. Nineteenth Street, requested the City form a task force which would redraft the City's anti-camping ordinance to allow the homeless to sleep underneath blankets. Mike Jansen, Orange County Common Cause, expressed support for the City's gift ban ordinance. RECESSED TO HOUSING AUTHORITY AND SUBSEQUENTLY TO COMMUNITY REDEVELOPMENT AGENCY - 8:20 P.M. RECONVENED - COUNCIL CHAMBERS - 8:21 P.M. - All Councilmembers present except Councilmember Norton CITY COUNCIL MINUTES 258 JULY 6, 1993 90.B. CITY COUNCIL COMMENTS Councilmember Lutz expressed sympathy to Laura Garthe on the death of her husband John Garthe, former Mayor and Fire Chief of Santa Ana, which was echoed by all Councilmembers. Councilmember Richardson: reported inclusion of the Bowers Museum in an article entitled "Must See Museums" published in the July 5, 1993 issue of US News and World Report; requested staff investigate a recent requirement by the US Postal Service that business owners along 3200-3300 W. First Street place mail boxes on the street for curb delivery rather than delivery to the business facility; indicated that he and Councilmember Mills had met with staff to discuss the use of "speed humps" to slow traffic in residential areas on a trial basis; and requested staff meet with representatives of Heninger Park to discuss implementation of the Rental Inspection Program in that area. Councilmember Mills expressed support for the use of "speed humps." She also encouraged motorists to be patient during the initial adjustment period when the Main Street Bridge is closed on July 8 for the Interstate 5 widening. Councilmember Moreno reiterated his request for Council support of a program to assist the homeless. He also requested the designation of the Minnie Street neighborhood as the Rental Housing Inspection Program's next inspection area be placed on the July 19, 1993 Council Meeting Agenda. Mayor Young asked the City Manager to establish a schedule for the Council to complete discussions regarding the 2020 Master Plan for the City, recommended that the Council meeting be adjourned in honor of former Mayor John Garthe, and requested staff develop an appropriate recognition of Garthe's service to the City. RECESSED TO CLOSED SESSION - ROOM 147 - 8:34 P.M. The Clerk of the Council announced that the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally into which the City was a party to wit: Tobe vs. City of Santa Aha, and pursuant to CITY COUNCIL MINUTES 259 JULY 6, 1993 Government Code Section 54957.6 to meet with its designated representatives regarding labor relations matters.
