GUY, Clerk of the Council Absent: NONE WARD 6 COUNCILMEMBER INTERVIEWS AND APPOINTMENT Mayor Young explained that the entire interview and appointment process to fill the Ward 6 Council vacancy would be conducted in public pursuant to the Brown Act (open meetings law). The following persons who had submitted applications for appointment to the vacancy made brief presentations to the City Council outlining their individual qualifications and interest in the position: Judy Buffin-Edge P. RECONVENED - 7:13 P.M. - All Councilmembers present. COMMENTS 90.A. PUBLIC COMMENTS Mayor Young acknowledged the receipt of written comments from Margaret Farris, 14081 Magnolia Avenue, Space 13, Westminster, and indicated he would forward her request to staff. Douglas Dyer, 520 W. Walnut, introduced his Santa Ana High School Government Class to the Council and explained that attendance at a City Council meeting was a required element of the class. Miles Leach, 2025 W. Tenth Street, reiterated his suggestion to require incoming Councilmembers and Board and Commission Members to swear loyalty to the Santa Ana Charter. Paul Le, 1814 W. Carlton Place, requested the Council to encourage staff to either buy his property at 810 S. Bristol for the Bristol Street Widening Project or allow him to occupy that property for business purposes. Jim Walker, 3721 S. Ross, invited the Councilmembers to attend the "Great American Smoke Out" promotional campaign to be held at 11:00 a.m. on November 18, 1993 at the Old County Courthouse. Alex Vega, 1105 N. Spurgeon, requested the Council allow a Christmas Gift Show at Rancho Santiago College for 7-8 days involving approximately one hundred vendors as a one-time event. The Mayor suggested Vega meet with Rancho Santiago College District administrative staff regarding his request. CITY COUNCIL MINUTES 372 NOVEMBER 15, 1993 90.B. CITY COUNCIL COMMENTS Councilmember Moreno: - commended the Santa Ana Police Department on the favorable article which had recently appeared in the Los Angeles Times regarding gun confiscation; - encouraged the listening audience to attend the "Toys on Parade" event scheduled for Saturday, November 20, 1993; and - requested staff investigate possible installation of public restrooms in the downtown area. Councilmember Mills: requested that staff study possible consolidation of several of the City's Boards and Commissions in the next 30 days and provide Council with a report and timeline for implementation of such consolidation, and requested that staff explore ways by which outstanding contributors to Santa Ana, both community members and staff, might be recognized. Mayor Pro Tern Pulido: welcomed newly installed Councilmember Pat McGuigan to the Council team; requested a status report from staff regarding Mr. Le's property and the dispute involving Pedrini's House of Music; and suggested that the City's various Boards and Commissions make periodic presentations regarding their activities to the City Council. In response to Councilmember Richardson's inquiry, Police Chief Paul Walters explained how a jail facility would have provided additional benefit to the Problem-Oriented Policing action at Harbor Plaza. The Police Chief also announced two open houses at the new jail facility on the corner of Ross and Santa Aha Boulevard, the first by invitation on December 2, 1993 and the second for the general public on December 3, 1993. In response to Councilmember Lutz's inquiry, Police Chief Walters explained that staff had been unable to reach the persons who had complained about the City's animal shelter contractor, Grand Avenue Pet Hospital, by telephone and that staff would send a written response to the complainants. Councilmember Richardson suggested that noise attenuation devices and signage clearly indicating the facility was the City's Animal Shelter be installed at the Pet Hospital. CITY COUNCIL M1N1JTES 373 NOVEMBER 15, 1993 Councilmember McGuigan: - thanked the Councilmembers for her appointment to the Ward 6 vacancy; - resigned formally from the Planning Commission; and - outlined the Parade route on Saturday's Holiday Parade beginning at 9:00 a.m. travelling along Sunflower from Flower to Bristol, then north on Bristol terminating at Alton. Mayor Young reported a number of concerns expressed by the residents in the southwest area of the City in the Bristol/Segerstrom neighborhood and requested staff investigate and respond to the residents.
