HomeMy WebLinkAbout05-02-1994MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA MAY 2, 1994 At 6:00 p.m. in the Council Chambers, 22 Civic Center Plaza, the Clerk of the Council adjourned the City Council meeting from the Council Chambers to convene as soon as possible in Room 510, City Hall, 20 Civic Center Plaza. The Clerk also adjourned the regular meeting of the Santa Ana Housing Authority to 6:00 p.m. or as soon as possible thereafter on May 16, 1994, in the Council Chambers, 22 Civic Center Plaza. GUY, Clerk of the Council Absent: NONE WORK STUDY SESSION City Manager David Ream explained the work study session was being convened to present the City's Capital Improvement Program (CIP), review FY 93/94 CIP accomplishments, identify CIP revenue sources, and consider proposed FY 94/95 CIP projects. CITY COUNCIL MINUTES 107 MAY 2, 1994 FY 93/94 CAPITAL IMPROVEMENT PROGRAM City Engineer George Alvarez reported on the City's FY 93/94 CIP projects and showed slides highlighting such projects as the new Corporate Yard, the Amazon Edge project at the Santa Ana Zoo, the Bristol Reservoir expansion, three new soccer fields at Centennial Park, and the Santa Ana Main Library vehicle entryway. He also showed slides demonstrating the accomplishments of the Public Works Agency in eliminating deferred maintenance by major infrastructure category, such as sidewalks, streets, and street lights. CIP REVENUE SOURCES Public Works Agency Transportation Manager Joyce Amerson reviewed the major funding sources for CIP projects including such funds as Community Development Block Grant, tax increment, Measure M, gas tax, and transportation area fees. Amerson explained the type of improvements eligible under each funding source, presented a chart depicting CIP revenues for the period FY86/87 - FY93/94, and responded to Councilmembers' questions. FY94/95 CIP PROJECTS Public Works Agency Transportation Analyst Manuel Gomez discussed CIP projects planned for FY 94/95 and responded to Councilmembers' questions. As a result of Council's expressed interest, staff prepared a list of "Issue Bin" items for further discussion at future Council meetings which includes but is not limited to: - tree replacement on Willit Street between Raitt and Fairview; sidewalk installation on King Street in 1994; - alley reconstruction in Henninger Park; street improvements including medians on 17th Street between Cabrillo Drive and Tustin; median design for Harbor Boulevard; - property acquisition at 1st Street and Grand Avenue; - property acquisition at 1st and Main Streets; and landscaping improvements along Interstate 5 widening project. PUBLIC COMMENTS Jean Glover and Virginia Dieriex expressed concerns regarding the removal of a left-turn lane on First Street at the Quiet Village Mobile Home Park to accommodate a temporary detour of the Santa Aha River Bicycle Trail during a U.S. Corps of Engineers' reconstruction project. At Mayor Young's request, staff agreed to meet with park residents, investigate alternative routes, and communicate any options to the impacted neighborhood. Dan Coryell expressed concern that the City's development criteria for N. Harbor Boulevard would restrict his ability to develop his property at 209 N. Harbor. FY 94/95 CIP PROJECTS (continued) Transportation Analyst Gomez provided a summary of park improvement projects for the coming year. Mayor Young suggested the development of a recreational center in central Santa Aha be considered prior to further improvement of Thornton Park. As a result of continued Council discussion, staff added the following to the "Issue Bin:" - recreational facilities in the Logan-Lacy area; - comparative analysis of Thornton v. Santa Anita park development; and - recreation programming joint venture with the Boys and Girls Club of Santa Ana. The City Manager indicated that staff would refine the Capital Improvement Program for presentation to Council as part of the FY 94/95 budget. RECESSED TO CLOSED SESSION - 8:38 P.M. 95.A.
