Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an agreement with Harris & Associates
to provide engineering services in the amount not to exceed $628,340.
DISCUSSION
On March 6, 2006 the City Council approved the cooperative agreement
between the City and the Orange County Transportation Authority to fund
Bristol Street improvements from Warner Avenue to Seventeenth Street. In
order to meet the funding cash flow availability, the widening will be
done in phases. Phase I of the four phase improvements is between
McFadden Avenue and pine Street. Construction for Phase I is anticipated
to commence in 2008.
Staff has solicited proposals for design engineering services. These
services are required to assist City staff to complete the design and
prepare contract documents for phase I of Bristol Street widening project
in a timely manner. Qualified firms were contacted and four firms
submitted proposals.
These proposals were reviewed by a review committee comprised of
personnel from City staff and outside agencies, which include
representatives from the Cities of Irvine and Costa Mesa, and OCTA, The
final scores for the four firms are as follows:

The firms were rated based on experience and capability of the firm,
project manager, project understanding and approach, similar related
experience, schedule and commitment to meet the project deadline, and
technical support from sub-consultants
The fee proposals for the firms were opened. The top firm's fee proposal
is reasonable and consistent with staff's estimate of $910,000. Because
of highly qualified key personnel, extensive experience with similar
projects, project understanding and client satisfaction on previous
projects with the City, it is recommended that the firm of Harris &
Associates Corporation be retained for the required services.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.
FISCAL IMPACT
Funds are appropriated in the Select Street Construction Fund (account
no. 59-553-6631).
