Guy: None Tina Oda spoke in opposition to the proposed modifications to the FY 94-95 Block Grant Program. There were no other speakers on the matter. The Mayor closed the public hearing at 6:47 p.m. CITY COUNCIL MINUTES 212 AUGUST 1, 1994 PUBLIC HEARINGS Motion: Approve. (Requires five affirmative votes) Cancellation of the Santa Ana Unified School District Headstart State Preschool project and transfer of $36,000.00 to Project PRIDE Cancellation of the Santa Aha Fire Prevention Bureau project and transfer of $12,500.00 to Project PRIDE MOTION: Young VOTE: AYES: NOES: SECOND: Pulido Lutz, Mills, McGuigan, Moreno, Pulido, Young None ABSENT: Richardson FILE APAD Mayor Young requested the City Manager send a letter to the Orange County Congregation Community Organization (OCCCO) advising of the Council's actions to augment the City's gang prevention programs. RECESSED TO HOUSING AUTHORITY AND IMMEDIATELY RECONVENED - 6:49 P.M. - All Councilmembers present except Councilmember Richardson COMMENTS 90.A. PUBLIC COMMENTS - NONE 90.B. CITY COUNCIL COMMENTS Councilmember McGuigan advised the listening audience that the Public Works Agency had instituted a more aggressive program to remove illegal signs from the public right-of-way. She also requested the Council meeting be adjourned in memory of Ken Jones, former long- time Councilmember of the City of Buena Park, who passed away recently. Councilmember Lutz reported receipt of letters from residents in the Carver Elementary School neighborhood regarding gang and other problems, and indicated he was working with staff to resolve those problems. He also noted that the Floral Park Neighborhood Association had sponsored an Orange Symphonic Orchestra concert on Heliotrope Drive and encouraged neighborhood associations interested in holding a similar event to contact him or the Floral Park Association for details. In response to Councilmember Moreno's inquiry, Santa Ana Police Captain Bruce Carlson reported the results of an enforcement action on Bristol Street which had resulted in 109 citations and five arrests. CITY COUNCIL MINUTES 213 AUGUST 1, 1994 Also in response to Councilmember Moreno, Planning and Building Agency Executive Director Uptegraff reported the number of garage sales had declined significantly as a result of the City's new ordinance limiting sales to four times per year and opined the City's notification process on the new law helped effect voluntary compliance. Councilmember Moreno reported the Edinger median did not appear to be receiving sufficient water. He encouraged staff to preserve the City's historic housing stock through "recycling" houses needed for public rights-of-way to new locations within Santa Ana. Councilmember Mills suggested that the Council consider setting a public hearing for Appeal 94-2, Conditional Use Permit 94-8, 1623 W. Seventeenth Street. Mayor Pro Tem Pulido requested staff provide an update to the Council in two weeks regarding illegal discharge of firearms at 818 N. Garfield. He also reported the recent test burns on Bristol Street had provided data which supported the City's position regarding overcrowding, and that the City was working with the League of California Cities to formally request a hearing before the California Housing Department regarding occupancy standards.
