REGULAR MEETING OF AUGUST 15, 1994 Tina Oda requested the Council amend the August 15 Minutes to reflect her belief that she was denied the opportunity to speak under Public Comments. She additionally requested the August 1 Minutes be amended to clarify she was opposed to the reallocation of Community Development Block Grant funds, not Project Pride. (Note - Minutes page 212 reads as follows: "Tina Oda spoke in opposition w the proposed modifications to the FY 94-95 Block Grant Program. ") Mayor Young ruled the Minutes would stand as written but requested the Clerk record Oda's concerns in the September 6 Minutes and provide Oda with a draft of her comments for her review and concurrence. Motion: Approve August 15, 1994 Council Minutes. REDEVELOPMENT PLAN FOR THE BRISTOL CORRIDOR REDEVELOPMENT PROJECT The Ordinance modifies the previously adopted Bristol Corridor Redevelopment Plan to comply with a court decision regarding nonblighted properties and replacement housing availability. Tina Oda commented regarding the procedures and criteria used by the City in determining blight for the Bristol Corridor Redevelopment Project Area and provided the Council with a letter detailing her concerns. RECONVENED - COUNCIL CHAMBERS - 7:16 P.M. - All Councilmembers present except Councilmember Mills COMMENTS 90.A. PUBLIC COMMENTS Jim McCIure reported his office furniture business was negatively impacted by the City's protracted schedule in proceeding with traffic improvements and removal of blighted conditions at the southwest corner of First and Main. The Mayor requested the City Manager investigate and report to Council. Bill Richey reported difficulties with getting the Edison Company to install street lighting along Mar-Les Drive (a private street) and requested City assistance and payment of installation costs. The City Manager indicated he would investigate and report to Council. CITY COLrNCIL MINUTES 236 SEPTEMBER 6, 1994 90.B. CITY COUNCIL COMMENTS Councilmember McGuigan requested staff pursue possible establishment of reduced trash collection rates for low-income seniors, particularly mobile home residents. Councilmember Richardson requested: - recognition of Police Officer Steve Winston and the Santa Ana Kiwanis Club at a future Council meeting for outstanding contributions to youth safety; - investigation of alternatives to the planned removal of the liquidambar trees along Tustin Avenue; - review of street improvement notification procedures, particularly for timeliness and inclusion of starting dates; and - staff costs in a typical code enforcement case taken to Small Claims Court. Mayor Pro Tern Pulido: - reinforced Councilmember Richardson's request concerning tree removal on Tustin Avenue; - requested staff update the Council concerning the Sisters of St. Joseph's Taller San Jose project; and - asked that Don Cribb be recognized at a future Council meeting for outstanding contributions to the arts and culture of Santa Ana. Councilmember Moreno inquired if the electrical wiring was being changed from two-phase to three-phase at the new Corporate Yard, whether the reported change was addressed in the original specifications, and if so, who was responsible for upgrade costs. Moreno also asked why handicapped ramps were not installed on the northern side of a recent curb and gutter improvement project at Linwood and Sixth Streets. Public Works Agency Executive Director Jim Ross indicated he would investigate and report to Council. Mayor Young indicated an excellent rapport had developed among City, Santa Aha Unified School District, Rancho Santiago College District, and Orange County Congregation Community Organization (OCCCO) representatives working together on a Youth Action Plan. The Mayor provided the Council with a status report regarding the accomplishments of the group on four major areas: School to Work, After School Activities, Family Support, and Safety. Councilmember Moreno volunteered to serve as the Council representative to OCCCO in response to the Mayor's request for his replacement to insure continuity of Council involvement with OCCCO.
