PUBLIC COMMENTS
Sal Juarez suggested the Council enact an ordinance to require watering of yards, requested
Code Enforcement more stringently police portable toilet usage in residential neighborhoods,
and thanked Dan Young for his excellent service as Mayor.
George Estrada urged the City Council to endorse Proposition 187, the state ballot measure
that prohibits the delivery of educational and other government services to illegal immigrants.
Helena Roberts encouraged the City Council to oppose Measure A, the local ballot measure
requiring conversion of the E1 Toro military base to a commercial airport.
Bill Richey thanked Councilmember Mills and Council Services Manager Lorraine Lazarine
for their assistance regarding installation of a handicapped ramp at the northwest comer of
Fairview Avenue and Seventeenth Street. Richey also reported delinquent acts against the
horses on his property adjacent to the Santa Ana riverbed and inquired as to which
government agency was responsible for policing the riverbed. City Manager Ream indicated
he would investigate.

Ed Danoff reported difficulties with his plan to install a fence at 1323 N. Broadway. In
response to Mayor Young's request, Assistant City Attorney Lay indicated he would provide
Danoff with a legal opinion regarding the specific authority staff was acting under in
requiring a variance for the fence.
Alex Vega reported staff had rejected his request to hold a 10-day Christmas festival at the
Santa Ana Stadium and requested the Council intervene.

CITY COUNCIL COMMENTS
Councilmember Moreno requested staff provide him with the tree planting schedule for
Wright Street between First and Fourth Streets. He also reported a tree limb had fallen off
the jacaranda in his front yard due to no apparent cause and requested staff investigate as a
possible safety hazard.
Councilmember Mills requested an update on her request for staff to investigate the use of
volunteers to aid Code Enforcement staff.
Mayor Pro Tem Pulido requested Code Enforcement investigate a complaint he had received
regarding auto repair work being done at N. Ross and Santa Clara in a residential
neighborhood.
Councilmember Richardson reported Continental Plastics has expanded its business
operations by leasing a large portion of the Kerr Glass site, and encouraged staff to help find
tenants for the site's remaining floor area. Richardson also requested staff schedule a future
Council meeting presentation on a proposal by several Recreation and Park Board members
for an Adopt-a-Park program.
In response to Councilmember Lutz' inquiry regarding the landscaping schedule for the John
Garthe Reservoir, Water Resources Manager Lee Harry reported permanent landscaping was
included in Phase II of the project, but that interim landscaping would be installed along the
project perimeters.
Councilmember McGuigan commended the French Park/French Court Neighborhood on its
recent successful neighborhood fair and thanked City departments for participating in the
event.
