Renew the contracts for temporary personnel serv ce for a one-year period
in the annual aggregate amount not to exceed $1 0,000 with the following
vendors:
Abigail Abbott Staffing Services, Inc.
Devon & Devon Career Professionals
Howroyd Wright Employment Agency, Inc.
d/b/a AppleOne Employment Services
PDQ Personnel Services, Inc.
Venturi Staffing Partners

The availability of temporary personnel services provides departments with
the ability to hire staff during peak workload p riods, as well as during
the recruitment period for a given position. he recommended contracts
will provide various departments with the nece sary temporary personnel
services. Ten primary personnel classification which include clerical
assistant, file clerk, accounting clerk, ty ist, data entry clerk,
receptionist and custodian are offered by the v rious vendors. Personnel
are paid on an hourly basis according to jo classification. City
departments may utilize any of the vendors dep nding on rate, need and
availability. Awarding multiple contracts pro ides a full spectrum of
staff from the Southern California job pool a d provides the City an
opportunity to assess the service and caliber 0 the vendors both within
Santa Ana and local vicinity.

On June 20, 2005, the City Council awarded contracts for a one-year period,
with provision for two, one-year renewals. All of the vendors have agreed
to renew the contracts, however, two of the vendors have requested minimal
rate increases. One is increasing the rate per hour for only the secretary
classification by 19 percent. The second vendor has requested a markup
increase from 38 percent to 41 percent. Due to low usages of their offered
services, the contract with Manpower, Inc., will not be renewed. The
recommended vendors have performed satisfactorily during the past contract
period. Staff recommends the first renewal of the contracts.
FISCAL IMPACT
Funds are available in the various departmental Other Personal Services
accounts (object code 6191) .
