DISCUSSION
Main Street between Eighteenth Street and Avenue has been
identified as a high priority on the City's P vement Management System
(Exhibit 1). The pavement is deteriorating due 0 weather, age and heavy
usage. Some of the adjacent curbs, gutters, sidewalks, and driveway
approaches are also in various state of disrep ir. The project provides
for construction of new street pavement and replacement of damaged
concrete curbs, gutters, sidewalks, and driveway approaches.
Additionally, a new traffic signal will be installed at the entrance to
the new Bowers Museum parking lot.
In addition to the work on Main Street, pavement improvements on 19th and
20th Streets are included in this project a part of the Steadfast
development. Funds in the amount of $70,000 have been received from
Steadfast for these improvements. Staff is re esting the appropriation
adjustment to recognize these funds in the proje t.

The Notice Inviting Bids was advertised on June 6 and June 19, 2006, and
bids were opened on July 6, 2006. A summary of the bid invitations
mailed, the bids received, and the bid results f)llows.

bid was submitted by All American Asphalt for $742,742, which is below
the Engineer's estimate of $756,215.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality
recommended action is exempt from further revie". Categorical
ER nos. 2005-91 and 2006-62 were filed for this ~roject.

The funding analysis shows a total estimated construction cost of
$928,400 for the project (Exhibit 2). Funds are available in the Measure
M Street Construction Fund (account no. 32-531-6631) and the Select
Street Construction Fund (account no. 59-551-663 d .
