GUY, Clerk of the Council WORK STUDY SESSION Planning and Building Agency Executive Director Robyn Uptegraff reviewed the agenda for the work study session. She indicated staff would conclude its presentation on the Noncon- forming Code before beginning the discussion on Industrial Uses and Zoning, and the meeting schedule for the remaining City Development sessions. Uptegraff distributed a summary of the results of the Planning Commission's brain-storming session on development goals, policies and processes. NONCONFORMING CODE Senior Planner Charles View distributed a list of city streets staff had designated major and primary arterials in order to grant some relief from the Nonconforming Code to industrial CITY COUNCIL MlNUTES 50 FEBRUARY 23, 1995 sites with lower visibility on non-arterials. He then explained staff's rationale regarding the issues enumerated in the memo proposing changes to the Nonconforming Code that had been distributed to the Council at the previous meeting. Following his explanation and responses to Council's questions on each issue, View indicated the changes as discussed would be incorporated into the final planning document to be prepared at the conclusion of the City Development policies and processes sessions. Mayor Pro Tem Richardson noted the City of Orange had been particularly successful in converting older residences to commercial uses and requested staff investigate the commercial reuse potential of residences on North Broadway. Planning Commissioner Alexander Nalle opined that City parking requirements should be consistent with those of financial lending institutions. DISCUSSION OF POLICIES FOR INDUSTRIAL PROPERTY THROUGHOUT THE CITY Senior Planner Linda Hale reviewed the agenda for her presentation on the City's policies for industrial property. From a map of the General Plan, she identified the industrial zones in the Southeast, Southwest, and several smaller areas in the City. Hale then discussed the primary, support, and "hybrid" uses allowed in Industrial zones and explained the differences between M1 Light Manufacturing, M2 Heavy Manufacturing, and CM Commercial Manufacturing zoning districts. She indicated staff's goal was to preserve the City's industrial base, as well as to discourage support uses such as offices and retail services from competing with true industrial uses. Associate Planner Larry Yenglin showed slides demonstrating the differences between uses in each of the zoning districts. Councilmembers discussed several aspects of the presentation, focusing on some potential difficulties relating to multi-tenant industrial complexes and business center parks. Executive Director Uptegraff indicated staff would further analyze the ratio of support to primary uses in each of the industrial zones.
