PUBLIC COMMENTS Paul Le reported that fencing installed by the City on properties adjacent to his lawnmower shop at 806 S. Bristol was preventing customer access and requested assistance from the Council. Mayor Pulido offered to meet with Le and City Manager David Ream in an attempt to resolve the problem. Margaret Farris indicated she was on the list for Iow-income housing assistance and asked that her application be expedited. She expressed thanks from the American Cancer Society regarding CDBG funding and reported continuing threats to her personal safety. Miles Leach expressed disappointment that former Fire Chief Bud Carter had been hired on a consulting basis to fill the Fire Chief position during the recruitment for a new Chief. Leach opined that filling the interim position with a lower ranking member of the Fire Department would have decreased City expenditures. Councilmember Moreno explained the Fire Chief was retained to ensure continuing expertise during budget preparation and that a newspaper article on the matter failed to indicate his pension income was not a City expense. Florence Leach urged the Council to exercise more oversight regarding fiscal issues such as the Fire Chief's retirement. Tim Carpenter expressed disappointment that the California Supreme Court had upheld the City's anti-camping ordinance and concern with the impacts of enforcement of the ordinance on the homeless. 90.B. CITY COUNCIL COMMENTS Councilmember Espinoza commended the numerous students and many others who had participated in a Volunteer Connection Day project on April 22 at Memorial Park and other sites throughout the City for sincerely caring about the community to work on a volunteer basis and not for personal gain. Councilmember Lutz: - indicated Eye on Santa Ana had a new editor (Mike Sasso) and format, and that subscriptions to the publication could be purchased for $4.00 per year by faxing 542-2326 or contacting Terri Eggers at 667-2246; - commended Frank Dixon and Daniel Arvizu for coordinating the "A City Dreams of Art" mural project on the Federal Courthouse construction fence; CITY COUNCIL MINUTES 128 MAY i, 1995 CONSENT CALENDAR - thanked the restaurants who had provided food for the mural project artists; and - noted May 8-12 was "Arts Week" and encouraged attendance at the Downtown Artists' Village celebration scheduled for Saturday, May I3. Councilmember Mills requested that recognition be arranged for the Boys and Girls Club of Santa Ana's attainment ora National Arts award and the 34 artists who had participated in the "A City Dreams of Art" mural project at the June 5 Council meeting. In response to Mills' report that Anaheim was using removal of parking in certain areas to assist with reduction of crime, Mayor Pulido asked the Police Chief to investigate the details and provide a report to Council. Councilmember Richardson: - requested staff step up enforcement against street vendors operating without permits; - reported he had recently toured the Police administration facility construction site and commended the City Manager, Police Chief, and Public Works Executive Director on the project's safety and efficiency record; - expressed appreciation to City Attorney Ed Cooper and Deputy City Attorney Bob Wheeler on their recent State Supreme Court victory regarding the anti-camping ordinance; and - commented that he was pleased other Orange County cities were continuing to work toward a countywide solution to the homeless problem. Councilmember McGuigan commended the participants, students, and faculty who had contributed to the success of the 10th Annual Special Olympics events held at Mater Del High School. Councilmember Moreno reported a car lot operation at Fourth and Garfield was creating a public nuisance and asked how enforcement against the lot might be expedited. He also reported on the discussions of the Mayor's Youth Task force, noting a need to attract businesses that would provide youth entertainment activities such as bowling, roller skating and miniature gol£ He then asked staff to involve youth in projects that would benefit the community such as tree planting. Mayor Pulido requested staff investigate the City of Anaheim's panhandling ordinance and anti- graffiti program that used retired police officers to "stake out" sites to apprehend violators. He noted that in addition to the previously formed task forces for the Downtown, Youth Services, and Arts and Culture, he had assigned Councihnember McGuigan to work with the City's Asian community and Councilmembers Mills, Lutz, and Richardson to coordinate efforts regarding the business community.
