RECONVENED - 6:34 P.M. - All Councilmembers present WORK STUDY SESSION CAPITAL IMPROVEMENT BUDGET Executive Assistant to the City Manager Francisco Gutierrez noted the agenda for the Work Study session included: 1995-96 Budget Recap, Issue Bin items, the Capital Improvement Plan, and Next Steps in the budget process. He briefly reviewed expenditure, personnel, and miscellaneous fee proposals needed to balance the approximately $125 million General Fund Budget. Police Chief Paul Walters and Captains Peter Jensen and Bruce Carlson explained the rationale of the proposed fees relating to a Rotational Towing Company List, Mandated Business Security Inspections, and Child Fingerprinting, noting the fees were primarily aimed at cost recovery. Transportation Manager Joyce Amerson previewed the items to be presented under the Capital Improvement Program (CIP) presentation including: Issue Bin Update, Interstate-5 Remnant Parcels and Landscaping, Bankruptcy Impacts, FY 90/91-94/95 CIP and Funding Allocation Summaries, FY 95/96 CIP Projects, and Capital Project Challenges. Mayor Pro Tem Richardson requested that the CIP category on "Alleys" in the Issue Bin list be scheduled for further discussion at a future date. Transportation Analyst Manuel Gomez presented several charts depicting remnant parcels from the Interstate-5 widening and landscaped intersections along the reconfigured freeway. He explained staff would complete its review of all the parcels by the end of July and forward a landscaping plan to CalTrans in September, noting the City hoped to upgrade some of the site landscaping from the river rock-oleander-chain link fencing model commonly provided by CalTrans. Councilmembers urged special attention be given to the west side of the 1-5 freeway at Penn Way, the Main Street freeway on-ramp, a parcel by First Street and Buffalo, and the First Street/Mabury intersection. Councilmember Moreno suggested txvo parcels at the end of Linwood be combined to permit a garage access. Councilmember Mills suggested staff move as expeditiously as possible to rezone properties where appropriate. Amerson reviewed the impacts of the Orange County bankruptcy on the City's CIP projects, noting in particular the loss of water capital funds had resulted in an indefinite postponement of the Phase II Garthe Reservoir expansion and major decreases to several planned street rehabilitations, the slurry seal program, and the proposed Recreation Facility headquarters. Amerson continued with a summary of CIP projects from 1990-1995, explaining that due to decreased funding, staff would not be able to continue its aggressive elimination of deferred maintenance but would be confined to provision of basic services. She then outlined CIP CITY COUNCIL MINUTES 134 MAY 15, 1995 allocations from FY 91/92 through FY95/96 by major funding sources including: tax increment, Community Development Block Grant (CDBG) funds, Gas Tax, and Measure M tax funds. In response to Councilmember Moreno's inquiry, City Manager David Ream indicated he would provide Council with a 7-year summary of tax increment receipts and expenditures. Gomez then detailed FY 95/96 CIP projects by major category including: neighborhood, arterial, traffic, infrastructure, city facilities, and park improvements, and responded to Councilmembers' questions. Councilmember Mills requested staffinclude prior-approved funding of $30,000 for playground equipment at Jack Fisher Park in the improvements list, and solicit the Santiago Park Neighborhood endorsement of the bike trail project adjacent to that neighborhood. In response to Maria Woods, spokesperson from the Delhi Neighborhood, City Manager Ream explained the Council was scheduled to approve the Delhi Park conceptual plan on June 5, 1995, after which an RFP would be issued for an architect to prepare the working dra~vings, and the City was committed to starting the project in December 1995. Councilmember Moreno urged staff to expedite the project by preparing the RFP, pending Council approval, for release on June 6, 1995. Amerson concluded the CIP presentation by outlining capital project challenges which included funding strategies for water capital projects such as the Garthe Reservoir Phase II, Interstate-5 landscaping, remodeling of the existing Police facility, and matching funds for the Bristol Street widening project. Gutierrez noted the public hearing on the annual City budget was set for June 5, 1995. Councilmember Mills requested staff investigate a citizen complaint regarding a $21 charge for a 2-page Police report. COMMENTS 90.A. PUBLIC COIVflViENTS Ron Cooke, speaking on behalf of the Emerald Terrace Townhome Association, requested the City Council remove the parking meters on the streets around the complex. The Mayor indicated a staff member from the Council Support office would investigate. CLOSED SESSION The Brown Act permits the City Council to discuss certain matters without members of the public being present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. He further clarified that negotiations with the foregoing employee organizations had been in process up until the afternoon of the Council meeting.
