Clerk of the Council WORK STUDY SESSION Mayor Pro Tem Richardson called the meeting to order and explained Mayor Pulido's absence was due to City business in Washington D.C. Richardson related a brief history of the Logan neighborhood, explained the purpose of the meeting was to discuss Logan zoning issues, and emphasized that no action would be taken at this meeting. He then introduced Planning Manager Ken Adams who gave the staff presentation. Planning Manager Ken Adams distributed the "Logan Neighborhood Land Use and Zoning Report" which consisted of four parts: Land Use and Zoning History, Land Use Survey Results, Summary of Development Opportunities & Constraints, and Existing Demographic & Land Use Profile. Adams summarized the report using pie charts, a land use and zoning map, and photographs of properties in the Logan neighborhood. Adams described the survey methodology, reported a 58% survey response rate, and opined that the survey results were inconclusive. CITY COUNCIL MINUTES 138 JUNE 1, 1995 PUBLIC COMMENTS The following individuals spoke in opposition to a Logan area rezoning request to change a residential use to industrial pending Council action: Philip Flores Josephine Andrade Samuel Romero Edward Solis Frances Orozco Daniel Rodriguez Mayor Pro Tem Richardson requested Senior Deputy Clerk Betty Dang to provide the Council with copies of petitions opposing the rezoning request: 11 signed by Logan resident-homeowners (presented by Josephine Andrade) and 67 signed by members of Logan Neighborhood Friends (presented by Samuel Romero). The following individuals spoke in favor of industrial zoning: Angie Gallegos Esther Hernandez Richard Genzel Arlene Dominguez Genzel Georgia Lara Linda Etchandy John Lara Mario Ruiz Veronica Ruiz Ken Brimlow spoke on property rights and the merits of mixed zoning. In response to Florence Leach's inquiry, Redevelopment Project Manager III Vicki Uehli stated that the Logan neighborhood was inside the City's enterprise zone. Mayor Pro Tern Richardson addressed concerns raised by several speakers by clarifying that "eminent domain" would not apply to Logan zoning issues, and that zoning changes are discretionary actions. COUNCIL COMMENTS Councilmember Moreno requested staff study the option of using Logan properties as replacement sites for properties acquired for the Bristol Corridor widening. Councilmember Espinoza noted the complexity of the Logan issues and indicated he had not reached a position on rezoning Logan. CITY COUNCIL MINUTES 139 JUNE 1, 1995 Councilmember Lutz urged all parties to avail themselves of the information collected by staffon the Logan neighborhood. Councilmember McGuigan opined that the 58% survey response rate was too low to be conclusive and requested staffcollect more information by contacting those who did not respond to the survey. Councilmember Mills urged the Council to make a timely decision on Logan zoning and suggested that mixed-use problems could be averted by a blanket zone that would either be purely residential or purely industrial. Mayor Pro Tem Richardson recapped the proceedings, clarified that rezoning from residential to industrial does not guarantee an increase in property value, and requested staff`to study the feasibility of establishing Citywide requirements for minimum lot sizes for various types of development. Richardson then reiterated the Council would not be taking any action on the Logan neighborhood at this time. CLOSED SESSION In response to Mayor Pro Tem Richardson's query, City Manager David Ream stated the Council would have no Closed Session.
