PUBLIC COMMENTS
Margaret Farris reported continuing threats to her personal safety.
Amin David and Frank Castillo expressed concerns regarding homicides in the City, particularly
youth against youth, and requested the City verify the accuracy of a list of 1995 homicide cases
provided by Los Amigos of Orange County to the Police Department.
Pat Mill reiterated her request that fireworks be banned in Santa Ana, and reported ongoing
problems with cable broadcasting services provided by Comcast.
Tom Chaffee, Santa Ana Unified School District (SAUSD) Board member, stated his opposition
to the SAUSD's provision of health care through the Healthy Tomorrows program without
parental consent, and suggested the Council urge the discontinuance of this practice.

Ron Cooke reiterated his request that the parking meters in front of his house be removed.
Councilmember Richardson promised to meet with the City Manager regarding Cooke's request
within the week.
90.B. CITY COUNCIL COMMENTS
Councilmember Lutz thanked Recreation and Community Services staff, as well as Downtown
Development Manager Roger Kooi and his wife, for planting flowers at the Artists' Village prior
to a well-attended July 15 art show opening. Lutz reported parking problems in Washington
Square resulting from events at the Santa Ana Bowl and requested staff place street barricades at
entrances to Washington Square in advance of such events, and discourage Bowl users from firing
blanks.
Mayor Pro Tern Richardson:
- noted new Fire Chief Marc Martin was on duty;
- congratulated CounciImember Lutz on a recent successful summer picnic
in the Washington Square Neighborhood;
- reported the Thornton Park barrier-free park was nearing completion; and
- introduced Andy Dawson, a summer intern in the Planning and Building
Agency, present at the Council meeting.
Councilmember McGuigan reported the following suggestions from constituents:
- placing of street lights on Harbor Boulevard within the median instead
of along the sidewalks;
- encouraging lawn watering by offering a discount on water bills for well-
maintained lawns; and
- paving parkways which are not well maintained.
She also congratulated Fire Department employees who had participated in the recent Orange
County Fire Services Summer Olympics.
Councilmember Moreno endorsed the suggestion that street lights be placed in medians, and
requested staff contact the property owner at a strip mall near the Martin Luther King School on
Bristol where the landscaped areas were deteriorating.
Mayor Pulido reported the City had received preliminary approval for a $13.9 million Housing
and Urban Development (HUD) loan for the Police administration facility.
