RECONVENED - COUNCIL CHAMBERS - 9:16 P.M. - All Councilmembers present except Councilmember Lutz COMMENTS 90.A. PUBLIC COMMENTS Sean Mill opined the Council failed to exercise good judgment regarding the Festival Hall and Northgate Market projects, voiced concerns regarding the City's Conditional Use Permit process, and objected to the use of public monies to subsidize the Artists Village project. Mill demanded an investigation of the project's finances. Daniel Hernandez suggested that the City's background check of Festival Hall operations needed to go back to 1990. Salvador Juarez noted a recent Los Angeles (LA) Times article reported City funds had been used for the Artists Village project. Juarez requested a list of the artists whose business licenses had been subsidized by the City. Robert Henson asked the City to verify the accuracy of the facts cited in the same LA Times article. CITY COUNCIL MINUTES 301 OCTOBER 16, 1995 90B. CITY COUNCIL COMMENTS Coun¢ilmember Espinoza reported he and Councilmember Moreno attended the recent College Night held at Valley High. Espinoza congratulated the college recruiters, organizers and students on a successful event, and particularly thanked the parents for supporting and encouraging their children to go to college. Councilmember Mills congratulated Councilmember Espinoza and his wife Aida on their first baby due in May 1996. Mayor Pro Tem Richardson requested sta~ investigate a reported traffic hazard created by a "sandwich board" sign on Main Street at Stevens Avenue; follow through on the Mayor's request to rename the Thornton Barrier-Free Park in honor of the Santa Aha Kiwanis; and provide a schedule of City charges for projects forwarded to Council for approval. Mayor Pro Tem Richardson also congratulated Councilmember Espinoza on his upcoming fatherhood and noted he and his wife Vivien were celebrating their 10th Wedding Anniversary in October. Councilmember McGuigan suggested the facility under construction at Rosita Park be named the Riverview West Community Center. McGuigan thanked Mayor Pulido for signing a proclamation declaring "Thelma Adams Gammel Day" in honor of Ms. Gammel's 100th birthday. In response to Councilmember Moreno's queries, Public Works Agency Executive Director Jim Ross provided an update on the Tustin Avenue street improvement project and also indicated the City would send water bills to unauthorized parties tapping fire hydrants. Moreno then requested staff: investigate reports of illegal occupancy at 2828 N. Bristol; look into allegations that neighborhood residents were barred from attending Environmental and Transportation Advisory Sub-Committee meetings; draft a resolution or ordinance that would create a citizens' panel to review art selections prior to display at the Artists Village (since public funds were being used to subsidize the project); and follow up on his proposal to establish a citizens' City Finance Committee. CITY COUNCIL MINUTES 302 OCTOBER 16, 1995 Mayor Pulido asked the City Manager to poll Councilmembers on the issues suggested by Councilmember Moreno to be brought before the Council. Pulido then requested the Police Department study the feasibility of developing a "target" strategy such as had been used for anti- cruising enforcement to more effectively contain loud unruly parties. CLOSED SESSION - ROOM 147 - 9:48 P.M. The Brown Act permits the City Council to discuss certain matters without members of the public present, provided the items to be discussed are posted 72 hours prior to the City Council meeting.
