(Note: Councilmember Espinoza stated his abstentions on the Council Agenda Consent Calendar items during the Community Redevelopment Agency meeting. FILE ABATE *** END OF CONSENT CALENDAR *** CITY COUNCIL MINUTES 359 DECEMBER 18, 1995 JOINT WORK STUDY SESSION - CITY COUNCIL AND ENVIRONMENTAL & TRANSPORTATION ADVISORY COMMITTEE (ETAC) NEIGHBORHOOD TRAFFIC PLANS Public Works Agency Associate Engineer-Transportation Ruth Smith explained the study session on neighborhood traffic planning would include diverters, but not speed humps. Smith gave a historic overview of the City's neighborhood traffic planning process, cited several case studies beginning with the 1982 Park Santiago Neighborhood Traffic Plan, outlined the elements of a successful traffic plan, and noted the City's formal process for responding to neighborhood traffic plan requests was originally developed in 1989. Smith then briefed the Council on new procedural revisions approved by the Environmental and Transportation Advisory Committee (ETAC). According to Smith, the revisions were intended to increase neighborhood awareness of traffic proposals and to establish guidelines on how staff extends technical assistance to neighborhoods confronted with complex traffic issues. An open forum followed. Smith concluded by citing the benefits of following the formal process. City Council and ETAC members discussed several issues relating to Neighborhood Traffic Plans including but not limited to: a lengthy approval process; the possibility that individuals initially requesting traffic plans might not be available to see plans through to completion; a potential rash of traffic planning requests from the City's fifty-one (51) neighborhood associations; criteria for forming a neighborhood association; modification of the approval process time line for urgent traffic problems; and clearer definition of a traffic plan's "area of impact." The following persons raised traffic planning issues such as costs, documentation of deviations from the formal process, more stringent criteria for developing and implementing traffic plans, creation of a procedure for removing traffic mitigation measures, citywide voting on traffic plans, traffic restrictions that close off neighborhoods, conflict between senior citizens' need for access to emergency care and young families' traffic safety concerns, and neighborhood demographic profiles: Stan Long James O'Connor Miles Leach Norma Callaghan CITY COUNCIL MINUTES 360 DECEMBER 18, 1995 JOINT STUDY SESSION-NEIGHBORHOOD TRAFFIC PLANS Dee Runnels Tina Oda City Manager David Ream indicated City staff did not maintain demographic information by neighborhood and noted that Community Development Agency Neighborhood Improvement Coordinator Norm Canchola was available to assist the neighborhoods. Mayor Pro Tem Richardson emphasized that the City's objective in regard to traffic planning was to keep the process fair and open. Mayor Pulido expressed the Council's appreciation to the ETAC members for their time and effort in working out the neighborhood traffic planning process. RECESSED TO COMMUNITY REDEVELOPMENT AGENCY - 6:50 P.M. RECONVENED - 6:51 P.M. - With the same Councilmembers present COMMENTS 90.A. PUBLIC COMMENTS James Eichman indicated he had purchased a property at 1924 W. Fourth Street to house his plumbing business, but expressed concern that this site did not meet the City's new setback requirements. At the Mayor's request, Councilmember Lutz agreed to meet with Eichman in an attempt to resolve the problem. Tina Oda commented that the City had "weeded" more than "seeded" her neighborhood in the implemention of the Weed and Seed Program, expressed concern regarding the City's long-term debt, and complained about the cost of obtaining information from the City. Margaret Farris wished the Council a Merry Christmas, reported she was receiving crank phone calls, and requested the Council ask the Police Chief to investigate her situation. 90.B. CITY COUNCIL COMMENTS Councilmember McGuigan reported a proliferation of phone booth installations in the public right-of-way, particularly on 17th Street and at 1st and Newhope Streets, and requested the Planning & Building Agency and City Attorney Ed Cooper investigate what actions might be taken to remove the booths. FREEMAN, SANTA ANA The same Councilmembers convened at the home of Councilmember Lutz where the Council, Council appointees, and respective spouses celebrated the Holiday with a potluck dinner, a performance by a neighborhood caroling group, a visit from Santa, and other Christmas festivities.
