WORKSTUDY SESSION
1996-97 CITY BUDGET ISSUES
Assistant City Manager Debra Kurita indicated the purpose of the Workstudy Session was to respond
to issues raised by Councilmembers at earlier budget workstudy sessions regarding Project
PRIDE., the Capital Improvement Program (CIP), and the proposed Recycling Program, and to
any other questions the Councilmembers might have.
Recreation and Community Services Senior Recreation Supervisor Jenny Rios gave an overview of
Project P.R.I.D.E., detailed the program components, explained how the program budget was
allocated, enumerated the program evaluation tools used to assess participant progress, and noted
an annual report for FY 95-96 would be provided to the Council at the close of the fiscal year.

Noting that Councilmembers had no other questions on Project P.R.I.D.E., Mayor Pro Tern
Richardson commended staff on the program's continuing progress since its launch in 1988.
Public Works Agency (PWA) Transportation Manager Joyce Amerson amplified on the following
CIP issues: cost breakdown for neighborhood traffic studies, life cycle analysis of asphalt concrete
vs. cement concrete for the MacArthur Boulevard repavement project, addition of medians to the
17th Street rehabilitation project between Broadway and Grand Avenues, mid-year CIP budget
adjustments, street lights south of 4th Street in the Saddleback View Neighborhood, and current
funding for projects in the "FY 96-97 Challenges" list.
PWA Administrative Services Manager Teri Cable responded to previously asked questions regarding
the City's proposed recycling program addressing: commercial and residential bin rates, cities
currently us'rog automated trash collection systems, length of trash service contracts in various Orange
County cities, variable rates based on amount and number of trash carts, and City action in the event
of a Waste Management, Inc. (Great Western Reclamation) bankruptcy. Cable demonstrated the
difference in sizes between the proposed trash containers and standard cans, and noted a reduced rate
could be established for mobile home park residents.
Counc'dmember Moreno requested that bin rates of other cities, current sales tax collection level, and
a 5-year report of utility tax revenues be provided to the Council.
PUBLIC COMMENTS
In response to Rowland Rice's inquiry, Cable indicated Anaheim, Yorba Linda, and the Midway City
Sanitary District were using automated trash collection systems.
Florence Leach who requested information concerning the gross weight of the trash collection trucks
was referred by Mayor Pro Tem Richardson to Waste Management, Inc. President Bob Coyle for a
response.
David Ross from BFI provided the Council with a packet of materials critiquing the Waste
Management Inc. recycling proposal. Mayor ProTein Richardson referred the materials to Cable for
staffreview.
