RECOMMENDED ACTION
1. Adopt a resolution declaring the City's intent to vacate portions of
College Avenue, 15th Street and Martha Lane.
2. Set a public hearing for October 16, 2006.
DISCUSSION
The Rancho Santiago Community College District is planning an expansion
of the Santa Ana College campus in accordance with their master plan. As
part of the expansion, the applicant is requesting that College Avenue
between Washington Avenue and 17th Street, and portions of 15th Street
and Martha Lane be vacated (Exhibits 1 and 2) .
The vacated streets will be incorporated into the expanded campus. Cul-
de-sacs will be built at the east ends of the remaining portions of
Martha Lane and 15th Street. Easements for the City's water and sewer
facilities as well as for existing gas lines and overhead utilities will
be reserved in the resolution of vacation.
The proposed resolution will declare the City's intent to abandon its
easement at this location. In addition, the resolution will set a
public hearing for October 16, 2006. City staff has been working with
the Rancho Santiago Community College District to expand the Santa Ana
College campus and fully support the vacation of the street to
accommodate the expansion.

ENVIRONMENTAL IMPACT
The abandonment is adequately addressed in the Environmental Impact
Report prepared by the Rancho Santiago Community College District. No
further CEQA analysis is required.
FISCAL IMPACT
There is no fiscal impact associated with this action.

RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
DECLARING ITS INTENTION TO VACATE PORTIONS OF COLLEGE
AVENUE, 15TH STREET AND MARTHA LANE, SETTING A PUBLIC
HEARING THEREON, AND DIRECTING NOTICE THEREOF TO BE
POSTED AND PUBLISHED (ABANDONMENT NO. 06-02)
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA AS FOLLOWS:
1. Pursuant to and in accordance with Chapter 3 of Part 3 of Division 9
of the Streets and Highways Code of the State of California, this Council does hereby
declare its intention to vacate portions of College Avenue between Washington Avenue
and 17th Street, and portions of 15th Street and Martha Lane. The proposed
abandonment area is shown on the maps labeled Exhibit 1 and Exhibit 2, attached
hereto and made a part hereof by this reference.
2. Notice is hereby given that at the hour of 6:00 P.M. or as soon
thereafter as the matter can be heard on October 16, 2006, in the Santa Ana Police
Community Room at 60 Civic Center Plaza, Santa Ana, California, a public hearing will be
held by this Council at which time any and all persons interested in or objecting to the
proposed vacation hereinabove described may appear and be heard.
3. The Clerk of the Council is hereby directed to cause this Resolution
to be published twice, once in each of the two successive weeks prior to the abovesaid
hearing, in a newspaper of general circulation in the City.
4. The Executive Director of the Public Works Agency is hereby
directed to post conspicuously, in the manner prescribed by law, notice of the adoption of
this Resolution, containing the statement of the day, hour and place of hearing
hereinabove set forth, and describing the portion of the sidewalk area to be vacated at
least two weeks before the date set for said hearing.
