ALTERNATIVE ABATEMENT PROCEDURE FOR CODE ENFORCEMENT ORDINANCE NS-2282 - An ordinance of the City of Santa Ana adding Article VIII to Chapter 17 of the Santa Ana Municipal Code to provide for an alternative nuisance abatement procedure for zoning and building code violations - Planning and Building Agency FILE CA (Placed on first reading on April 1, 1996 by a 5/2 vote with Espinoza and Moreno dissenting.) Councilmember Moreno reiterated concerns he had expressed at prior Council meetings regarding sanitation and water rate increases and other budget issues. Authorize. PUBLIC COMMENTS Diann Marsh thanked the City Council for helping with the purchase of the historic Dr. Willela Howe-Waffle House and invited the Council Members to a celebration reception on April 20 between 4:00 p.m. and 6:00 p.m. at the Howe-Waffle House located at 120 W. Civic Center Drive. Randy Au commended the City Council for its support of arts and culture and updated the Council on new artists who had relocated to the Downtown Artists Village. CITY COUNCIL MlNUTES 141 APRIL 15, 1996 8:53 P.M. - Councilmember Moreno rejoined the meeting 90.B. CITY COUNCIL COMMENTS In response to Councilmember Espinoza's inquiry, Public Works Agency Executive Director Jim Ross indicated the Agency would repair a pothole near Raitt and Pine Street in the coming week. Espinoza recounted the details of a drunk driving accident and arrest he had witnessed and asked that Park Ranger Sam Washington and Police Sergeant Kopich be commended for their performance at the incident. Councilmember Mills encouraged the listening audience to attend the upcoming Floral Park Home and Garden Tour on April 20-21. Mills also requested development in the Mid-Town area of Main Street and the City's vision for the Main Street Corridor be included as discussion items at the study session on street deterioration fees. Mayor Pro Tern Richardson reported on two recent episodes of effective Police enforcement against loud parties, urged the Police Department to be especially alert to this type of violation in the summer months, and recounted his recent adventure with Councilmember Lutz directing traffic at a fire following the celebration of the Moose Lodge anniversary. In response to Councilmember McGuigan's inquiry, Police Chief Paul Walters indicated the Police Department stood ready to assist the Post Office with traffic caused by late federal income tax filers. Councilmember Moreno requested: - resolutions addressing solicitation of bids for contracts over $10,000 and a $50 limit on contributions to political action committees be provided for Council's consideration at the next Council meeting; - the repair schedule for Fairhaven Avenue between Tustin and Grand Avenues; - the Police Department monitor possible resurgence of cruising along Bristol Street; and - staffprovide him with a rental bill for the City equipment he had borrowed for his daughter's recent birthday party. Mayor Pulido requested a copy of the memo provided to him by the Police Department regarding the El Comal restaurant, urged staffto continue providing timely updates of site plan review activity, commented on the successful Chamber of Commerce Awards banquet he had recently attended, and commended the Chamber on its new "Vision Santa Ana" program.
