AMENDMENTS TO SANTA ANA (CENTRAL CITY), INTER-CITY COMMUTER STATION AND NORTH HARBOR REDEVELOPMENT PROJECT AREAS Public hearing to consider amendments to the Santa Aaa Central City, the Inter-City Commuter Station, and the North Harbor Redevelopment Projects to extend the Agency's authority to utilize eminent domain in the Project Areas by 12 years Legal Notice mailed on March 15, 1996 Planning Commission certified Environmental Impact Report No. 95-2 for the Central City, Inter- City, and North Harbor plan amendments by a vote of 7/0 on February 12, 1996 The Mayor opened the public hearing regarding Amendments to Santa Aaa (Central City), Inter-City Commuter Station and North Harbor Redevelopment Project Areas at 5:35 P.M. Presentation of staff report and staff comments by Community Development Agency Executive Director Cindy Nelson Presentation of written communications by Clerk of the Council Janice C. Guy: One Letter dated April 16, 1996 from Tom H. Wilson The Clerk of the Council reported she had received a call from Dr. Enriqueta Ramos requesting that the Minutes of the meeting include a notation of her full support of the proposed amendments. Renre Bafiuelos requested an explanation of the impacts of the amendments and was referred to Executive Director Nelson by the Mayor. The following persons spoke in favor of the amendments: George Heidler Joe Vielma Larry Day Florence Leach requested the public hearing be set for a more convenient time and full disclosure regarding the Plans be made to the residents at the next Council meeting. The Mayor closed the public hearing at 5:50 P.M. The Community Redevelopment and Housing Commission approved its Resolution 96-2 by 5/0 vote. CITY COUNCIL AGENDA 146 APRIL 16, 1996 JOINT PUBLIC HEARING City Council Motion: 1. Adopt resolution. RESOLUTION 96-042 - A resolution of the City Council of the City of Santa Ana certifying a final environmental impact report for certain amendments of the Inter-City Commuter Station, Santa Ana (Central City), and North Harbor Redevelopment Plans, making certain findings with regard to the environmental effects of those amendments, and adopting a mitigation monitoring program - Community Development Agency 2. Place ordinances on first reading attd authorize publication of titles. ORDINANCE NS-2289 - An ordinance of the City of Santa Ana approving and adopting a first amendment to the Redevelopment Plan for the Santa Ana Inter-City Commuter Station Redevelopment Plan - Community Development Agency ORDINANCE NS-2290 - An ordinance of the City of Santa Ana approving and adopting a second amendment to the Redevelopment Plan for the Santa Ana "Central City" Redevelopment Project - Community Development Agency ORDINANCE NS-2291 - An ordinance of the City of Santa Ana approving and adopting a first amendment to the Redevelopment Plan for the Santa Aha North Harbor Boulevard Redevelopment Plan - Community Development Agency MOTION: McGuigan SECOND: Lutz VOTE: AYES: Lutz, McGuigan, Mills, Pulido, Richardson NOES: None NOT VOTING: Moreno ABSENT: Espinoza FILE REDEV ADJOURNMENT - 5:56 P.M. - To 6:00 p.m., April 22, 1996 in the Council Chambers, 22 Civic Center Drive Clerk of the Council CITY COUNCIL AGENDA 147 APRIL 16, 1996
