At 6:00 p.m. in the Council Chambers, 22 Civic Center Plaza, Clerk of the Council Janice C. Guy
announced the City Council would meet in the Santa Ana Library for a Work Study Session and
declared the City Counc'fl meeting adjourned to the Santa Ana Library 2nd Floor Conference Room,
26 Civic Center Plaza, to convene at 6:10 p.m. or as soon as possible thereafter.

WORK STUDY SESSION
SOUTH MAIN STREET CORRIDOR DEVELOPMENT
Planning and Building Agency Executive Director Robyn Uptegraffindicated this study session
would focus on Main Street between First and the south City boundary, and would conclude
staff's presentation and recommendations regarding development along the length of the entire

Main Street Corridor. She reported staff would bring implementation actions for the North/Main
Place area to the Council in September and for the Mid-Town area in October.
Associate Planner Larry Yenglin described Main Street between First and Warner as a narrow
linear commercial strip approximately ½ block wide on each side. He showed slides of the area
and of such commercial areas as Melrose and Abbott Kinney in Los Angeles and Main Street in
Santa Monica that have similar physical characteristics to this segment of Main Street.
Redevelopment Project Manager Vicki Uehli provided a historic overview of the South Main
Redevelopment Project Area between 1982 and 1996, and described staWs attempts to develop
the commercial viability of the district through such mechanisms as a facade improvement
program, installation of public parking lots, and the realignment of the McFadden/Main
intersection. Uehli noted numerous driveway aprons and in-ground water meters constrained
landscaping improvements in this area.
Yenglin indicated the overall strategy was to retain Main Street's character while encouraging
development through changes to the Zoning Code. He discussed amendments to reduce frontage,
lot size, and setback requirements and standardize signage that would be brought to Council for
consideration by the end of the year. Uehli reported staff planned to ask for Council approval ora
consultant to prepare a streetscape plan for the entire corridor in October.
Councilmembers briefly discussed how to encourage the business community to take a more
active role in development of the area. Councilmember Moreno expressed concern regarding
lowering of development standards.
Senior Planner Linda Hale outlined the boundaries of the South Main Industrial District (both
sides of Main Street from Warner to Columbine) and showed slides demonstrating the District's
mixed uses. She presented a long-term vision of the District as an area of industrial uses with
potential for future development, discussed development opportunities and constraints, and
commented that a transition plan and time line for the district were in process. Hale reported two
rezoning actions for the area would be forwarded to the Council in September.
Hale then showed slides of the South Main District Center (Main between Columbine and the
south City limits) and explained this area was envisioned as a regional 18-hour commercial
activity center. She discussed development opportunities and constraints, and reported that the
Master Plan for the area was likely to be revised in the near future.
Councilmember Mills cautioned staff to delay zone changes in,the area pending widening of the
SRo55/I-405 intersection.
Councilmember Lutz requested staff work with Sandpointe residents to refurbish and paint the
Neighborhood's wall fronting on Main Street.

PUBLIC COMMENTS
Brian Bist presented a number of suggestions regarding the South Main Street Corridor such as
requiring the removal of residential uses and business facades that had been added to residences
on Main Street. Mayor Pulido requested he put his suggestions in writing and forward them to
the Council.
Leah DuPont encouraged the Council and staffto investigate Long Beach's 2nd Street
commercial area as an additional source of ideas for development &the South Main Commercial
District.
Jim Kendrick noted a number of"cobra" street lights along Main needed painting and suggested a
number of possible landscaping improvements such as using plants in urns.
CLOSED SESSION
The Brown Act permits the City Council to discuss certain matters without members of the public
present, provided the items to be discussed are posted 72 hours prior to the City Council meeting.
