Guy announced the City Council would meet in the Santa Ana Library for a Work Study Session and declared the City Council meeting adjourned to the Santa Ana Library 2nd Floor Conference Room, 26 Civic Center Plaza, to convene at 6:10 p.m. or as soon as possible thereafter. CALLED TO ORDER 6:18 P.M. SANTA ANA LIBRARY 2ND FLOOR CONFERENCE ROOM 26 CIVIC CENTER PLAZA ATTENDANCE COUNCILMEMBERS Present: MIGUEL A PULIDO, Mayor ROBERT L. GUY, Clerk of the Council PLEDGE OF ALLEGIANCE WORK STUDY SESSION STREET DETERIORATION FEES Public Works Agency Executive Director Jim Ross reported the recent deregulation of the telecommunications industry had led to more providers and expanded services, with a resultant increase in demand for telecommunications infrastructure. He explained that installing additional CITY COUNCIL MINUTES 290 SEPTEMBER 16, 1996 infi'astmcture requked more cuts and trenching of City streets, which leads to pavement deterioration and increased maintenance. In order to address the long-term impacts of the telecommunication and utility services street cuts, Ross indicated stall'was proposing adoption ora trench cut fee, to be paid in addition to the current utility franchise fees, to provide funds for pavement maintenance. City Engineer George Alvarez discussed the relationship between the City and utility companies; provided an update on public works agencies' efforts statewide to mitigate trench cut impacts; and showed slides demonstrating trenching equipment, street deterioration following trench cuts, Utility Trench Permit statistics for FY 93-94 and FY 94-95, criteria used to set trench cut fees, benefits of such fees, and instances in which fees would be waived. Alvarez opined Los Angeles would be the first city to adopt a trench cut fee and indicated Dr. M.Y. Shahin, a pavement management specialist currently conducting a trench cut study for Los Angeles, was present to respond to questions. Alvarez and Shahin responded to Councilmembers' questions. The following persons provided additional information relating to trench restoration, expressed concerns regarding the proposed street deterioration fee, and responded to Councilmembers' questions relating to their presentations: Reed Royalty, California Taxpayers Association Pat Buttress, SCE Mark Gaughan, SDG&E William Allin, AT&T Judy Woolen, The Gas Company Barbara Becker, Pacific Bell Larry Todd, SCE Mitchell Pratt, The Gas Company Sue Bents, Inter-Utilities Committee At the conclusion of the comments, the Mayor indicated staff would continue to work with the utility companies to resolve the trench cut issue. 90.A. PUBLIC COMMENTS Debbie McEwen requested the City increase street sweeping in the vicinity of Bush and Washington Streets to decrease trash accumulation emanating from the Main Ranch Market. RECESSED TO CLOSED SESSION - 8:20 P.M. The Brown Act permits the City Council to discuss certain matters without members of the public present, provided the items to be discussed are posted 72 hours prior to the City Council meeting.
