Guy announced the City Council would meet in the Santa Ana Library for a Work Study Session and declared the City Council meeting adjourned to the Santa Ana Library 2nd Floor Conference Room, 26 Civic Center Plaza, to convene at 6:10 p.m. or as soon as possible thereafter. CITY COUNCIL MINUTES 316 OCTOBER 21, 1996 BUSINESS CALENDAR City Manager to execute an application for transfer of grant administration responsibility for the Americorps "Building Community" Program from Civic Center Barrio Corporation to the City of Santa Aha - Library Services MOTION: McGuigan VOTE: AYES: NOES: ABSENT: SECOND: Mills McGuigan, Mills, Pulido None Lutz, Moreno, Richardson NON-VOTE: Espinoza FILE CA Motion failed due to insufficient votes to carry. By unanimous informal consent, the Council agreed to revote on Item 19.A. when Mayor Pro Tern Richardson arrived. 90.A. PUBLIC COMMENTS SCE Public Relations Manager Pat Buttress announced her retirement from the Edison Company at the end of the month and thanked the Council and stafffor their cooperation and assistance during her tenure. WORK STUDY SESSION W.S.A. FEDERAL LEGISLATIVE PROGRAM Senior Management Assistant Jill Arthur introduced Bill Ferguson of The Ferguson Group, the City's federal legislative advocate. He briefed the Council about his firm's activity on Santa Ana's behalf regarding the Bristol Street widening project, retention of the Small Business Administration office in Santa Ana, and private sector funding for the Artists Village. In response to Councilmember Mills, Ferguson reported federal Community Development Block Grant (CDBG) funding was being reduced thus decreasing Santa Ana's chances for securing additional CDBG monies, and indicated his firm would carefully monitor any California legislation proposing to include federal highway demonstration funds in determining county allocations of transportation dollars. 6:37 P.M. - Mayor Pro Tern Richardson joined the meeting. APPROPRIATION ADJUSTMENT 97-049 - COMMUNITY ORIENTED POLICING SERVICES ANTI-GANG INITIATIVE GRANT By unanimous informal consent, the Council agreed to defer Item 20.A. to the November 4, 1996 Council meeting since the item required 5 votes for passage and Councilmember Espinoza was not voting. CITY COUNCIL MINUTES 318 OCTOBER 21, 1996 W.S.B. PROPOSITION 204 (SAFE CLEAN RELIABLE WATER SUPPLY ACT) Water Services Manager Lee Harry introduced Metropolitan Water District Operations Services Manager Jos6 Sfinchez who briefed the Council regarding the November ballot measure proposal to issue $995 million in bonds for water reclamation, water conservation, and Bay-Delta ecological restoration purposes. 6:48 P.M. - Councilmember Moreno joined the meeting. Sfinchez distributed information packets regarding Proposition 204 to the Council and audience, urged everyone to read the material, and responded to questions. Harry reported the League of California Cities Orange County Division had adopted a resolution in support of Proposition 204. W.S.C. CITYWIDE COMPUTER AUTOMATION PLAN City Manager David Ream introduced Information Systems Manager Tom Gergen who briefed the Council on the Citywide Information Systems Strategic Plan. Gergen explained the methodology used and noted major milestones in the Plan's development, delineated key goals and objectives, discussed strategic principles such as using package application software and adhering to industry standards, and delineated 10 major conclusions and 15 technical recommendations. Gergen briefly touched on priority projects and the Plan's 5-year implementation schedule, and provided benchmarking data that demonstrated Santa Ana's investment in computer equipment, training, and personnel was less than several other comparable California cities. Gergen discussed the "Year 2000" problem (the inability of most computers to calculate dates beyond 1999), and responded to Councilmembers' questions concerning both the Plan and the Year 2000 problem. W.S.D. STREET TERRORIST OFFENDER PROGRAM (STOP) Police Chief Paul Walters introduced Corporal Rick Reese, Sergeant Dan Beaumarchais, and Deputy District Attorney Randy Pawloski who briefed the Council regarding the Street Terrorist Offender Project (STOP). Beaumarchais indicated the purpose of the project was to target violent crimes committed by gang members, described the teamwork between the Police Department and District Attorney's Office in making arrests and prosecuting these crimes, and provided statistics demonstrating the success of this innovative approach to gang-related crime. 8:07 P.M. - Councilmember Moreno left the meeting. Powlaski explained the procedures and techniques used such as "multiple house" search warrants, detailed gang member histories, and post-incarceration interviews that contribute to successful prosecution. Beaumarchais, Powlaski, and Reese recounted in detail how the Gang Unit worked and responded to Councilmembers' questions. CITY COUNCIL MINUTES 319 OCTOBER 21, 1996 Mayor Pulido complimented the Police Chief on the success of the project, noting Santa Ana's STOP program provided a model for the rest of the country. Chief Walters encouraged the Councilmembers to attend a "ride along" with the Gang Unit and to tour the Unit's quarters in the new Police Administration building when it opened. 9:30 P.M. - Councilmember Espinoza left the meeting. COMMENTS 90.A. PUBLIC COMMENTS Donald E. Miller speaking on behalf of his father requested the Council assist him in procuring a commercial dog kennel permit that had recently been denied by City staff Mayor Pulido indicated staff would investigate and provide Miller with a copy of staff's response. 90.B. COUNCILMEMBER COMMENTS Clerk of the Council Janice Guy reported that Councilmember Moreno had requested his written communication dated October 16, 1996 addressed to City Manager Ream be entered into the record. City Attorney Joseph Fletcher indicated the disclosure was required by statute, but no action was required of the Council. The communication read as follows: On October 10, 1996, through my telephone conversation with you, I learned I needed to disclose my interest in Town Square. As you know, before I purchased the property in Town Square, I disclosed my intentions to acquire property to both you and Cindy Nelson, Director of Redevelopment. A-ffer my disclosure, I was not informed by either you or Cindy Nelson that further written disclosure was necessary. Per my conversation with you and Joseph Fletcher, I have subsequently divested my ownership interest in the Town Square property and do not have any interest in any real property within the Project Areas. RECESSED TO CLOSED SESSION - 9:45 P.M. CITY COUNCIL MINUTES 320 OCTOBER 21, 1996 The Brown Act permits the City Council to discuss certain matters without members of the public present, provided the items to be discussed are posted 72 hours prior to the City Council meeting.
