Per Councilmember Espinoza's request, the following motion was made for both Agenda Items 25.B. and 25.F. SHOPPING CART ANTI-THEFT REGULATIONS (MORENO) Councilmember Moreno noted a technological device had been developed to prevent removal of shopping carts from parking lots and requested the Council adopt an ordinance requiring markets in Santa Ana to install such devices. PUBLIC COMMENTS Scan Mill opined the Council majority's focus on the arts was a misguided vision for the community and that the focus should be on creating a safer community. Janet Debs Fahmie alleged the federal government was working on clandestine projects designed to ruin her. James Kendrick reported on his attendance at the California Recreation and Parks Conference in Sacramento where he had also participated in a walking tour of"Art in Public Places." He also spoke favorably about several businesses in the North Main Street area including Koo's Cafe, and noted graffiti on nearby public property did not emanate from Koo's. 90.B. CITY COUNCIL COMMENTS Councilmember Franklin: - reported the April 3 Community Development Agency session with representatives of the food processing industry had proved an excellent forum for exchange of ideas and feedback regarding City processes and procedures; CITY COUNCIL MINUTES 108 APRIL 7, 1997 noted interested parties could obtain information on the upcoming Floral Park Home and Garden Tour on April 26 and 27 by calling (714) 547-9315 or accessing Floral Park's website at http//www.floralpark.com; indicated a group of students from the University of Leon, Mexico visiting Santa Ana had been particularly interested in City methods used to encourage volunteerism; and - requested the removal of graffiti on a short wall on Bristol Street north of Edinger. Councilmember Lutz: - reported the Santa Ana Historic Preservation Society now had historic theme afghans available for sale; and - expressed his sympathy to the family of Howard Beatty, a community resident active in the Santa Ana Little League, Elks Club and business community, who had recently passed away and requested the Council meeting be adjourned in Beatty's honor. Councilmember McGuigan: congratulated Economic Development Manager Patti Nunn and Private Industry Council member Jon Dietz on their appointment to Governor Pete Wilson's Job Action Team; requested the City Attorney's Office investigate for possible application in Santa Ana a recent Supreme Court decision on regulating pornographic material on newsracks; and noted April was "National 'Child Abuse Prevention' Month" and encouraged participation in activities to increase awareness and prevention of child abuse. Mayor Pro Tem Richardson: - commented on his attendance at the National Guard 160th Battalion's "Family Day," noting the City would be involved with the Guard in an upcoming emergency preparedness exercise; and - congratulated the Wilshire Square Neighborhood and Roseann King on the attainment of an American Institute of Architects, Orange County Chapter "Public Realm" award recognizing Wilshire Square as a place where residents are involved in their community. CITY COUNCIL MINUTES 109 APRIL 7, 1997 In response to Councilmember Espinoza's inquiry, Public Works Agency (PWA) Executive Director Jim Ross indicated the delay in repaving Second Street between Bristol and Flower Streets was due to a problem with the contractor and that he would provide Espinoza with the new project completion date the next day. In response to Councilmember Moreno's inquiries, PWA Executive Director Jim Ross reported that due to pending deregulation of public utilities, Southern California Edison was no longer interested in advancing funds for undergrounding utilities; and City Manager David Ream indicated he would meet with Moreno to clarify staff's revenue projections from conservation- based water rates. Moreno suggested the Police Department run a "sting" operation against prostitution on North Main Street. Mayor Pulido thanked Councilmember Lutz for assisting with California Arts Council Director Barbara Pieper's recent tour of Santa Ana. Pulido also reported he was leading a privately- funded trade delegation to Mexico the week of April 14 and invited businesses that wished to be part of the delegation to call the California Office of Trade and Commerce in Mexico City at 011-525-533-1111.
