Councilmember Moreno opined that repainting and recarpeting the City Hall area vacated by the
Police Department would be more cost-effective than extensively remodeling the premises to
accommodate the relocation of the Public Works Agency and Planning and Building Agency to
the Civic Center Plaza. Moreno requested the item be continued to permit a more in-depth
analysis of the project.
City Manager David Ream and Griffin Realty President Roger Torreiro related how the project
evolved, explained the logistical and physical considerations, then cited the economic advantages
of owning an improved City facility over continuously leasing property to house City staff.

RESOLUTION 97-018 - A resolution of the City Council of the City of Santa Aha
approving summarily vacating an unimproved excess right-of-way portion of Arnett

ORDINANCE NS-2320 - An ordinance of the City of Santa Ana approving a
development agreement between the City of Santa Ana and Discovery Science
Center - Planning and Building Agency AGMT 97-052
Modify the development agreement with Discovery Science Center to require
the project's landscaped area adjacent to the Saoliago Creek be increased by
2850+ square feet to ensure a more scenic greenway edge, in a form
acceptable to the Planning and Building Agency Executive Director.

90.A. PUBLIC COMMENTS
Sean Mill noted the previous Council minutes did not ioclude his comments regarding the "graffiti
school" at Koo's Cafe, stated his opposition to public funding of the arts, and suggested public
arts monies be spent on "at-risk" youth.
John Wesson thanked Councilmember Tom Lutz for his prompt assistance which quickly resolved
a problem at Wesson's mobile home park.
Charles Bordenave opined the City's crime rate had not dropped, the Council leadership was
ineffective at controlling the City budget, and that the citizens should wrest control from the
bureaucrats.
Mel Vernon reported he had worked extensively with "at-risk" youth groups and found the arts to
be an effective tool in increasing this group's ability to communicate.
90.B. CITY COUNCIL COMMENTS
Councilmember Franklin:
- encouraged attendance at the Floral Park Home and Garden Tour scheduled
for April 27-27;
- noted portable facilities were being installed in Delhi Park for expanded
Recreation programming;
- requested a list of City Park deferred maintenance projects;
- expressed appreciation to the numerous organizations who had participated
in the Santiago Creek greenway clean-up on April 19;
- asked that traffic signal synchronization on First Street be reviewed; and
- reported on the success of the April 19 Artists Village opening and noted
turnout has been increasing for these events.
Councilmember Lutz:
- reported more than 200 volunteers had participated in the "Christmas in
April" project at 12 sites;
- noted a number of Santa Ana High School students who had exhibits at
the April 19 Artists Village opening demonstrated exceptional talent; and
- requested City Manager Ream meet with LLC principals preparatory to a
May 5 Council agenda action regarding a downtown 2nd Street project.

Councihnember McGuigan:
- commended the exhibitors sponsored by the Guiding Angels, an Orange
County Probation Department-affiliated civic group which uses art to reach
out to incarcerated youth, for their creative art works at the April 19th Artist
Village exhibition;
- expressed concerns regarding Comcast's plans to install a large number of
cable television "pedestals" in the public right of way and requested staff
investigate.
Mayor Pro Tern Richardson:
- noted two upcoming community events, the Pedal Santa Ana Bike-a-thon
and the Kiwanis Pancake Breakfast, were scheduled for Sunday, May 4, 1997;
- reported Michelle Martinez, recently honored by the City Council as the Santa
Ana Boys and Girls Club's "Youth of the Year", had been named Orange County
"Youth of the Year"; and
- requested the Council meeting be adjourned in memory of Downtown Develop-
ment Manager Roger Kooi who passed away on April 8, 1997.
Councilmember Ted Moreno:
- reported he and Police Chief Paul Walters had participated in the Leukemia
Society's recent fundraiser that netted $13,000 for the organization;
- asked City Manager Ream to investigate the feasibility of providing discount
rates to senior citizens for cable television services; and
requested increased Police enforcement against prostitution and transvestism
on North Main Street.
Councilmember Espinoza expressed concerns that Comcast residential cable hook-ups are
charged on a per home basis in other cities, but charged per individual hook-up in Santa Ana and
requested the City Manager investigate.
