COMMUNITY MEETING ROOM POLICE ADMINISTRATION AND HOLDING FACILITY 60 CIVIC CENTER PLAZA COUNCILMEMBERS Present: ROBERT L. RICHARDSON, Mayor Pro Tern (5:55 P.M.) GUY, Clerk of the Council In the absence of the Mayor and Mayor Pro Tern, Councilmember McGuigan called the meeting to order. CLOSED SESSION City Attorney Joseph Fletcher asked the Council make the necessary finding to convene in Closed Session regarding existing litigation (Shamier-Ford v. City of Santa Aha, LASC Case No. YC011763), in order to respond to a request received from outside counsel that day. Motion: Determine the need to take action on the following arose subsequent to the posting of the Agenda. 95.A. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION pursuant to Government Code Section 549569(a) Shamier-Ford v. City of Santa Ana LASC Case No. YC011763 CITY COUNCIL MINUTES 146 MAY 14, 1997 MOTION: Lutz VOTE: ABSENT: SECOND: Franklin AYES: Franklin, Lutz, MCGUIGAN, NOES: None Pulido, Richardson NON-VOTE: Espinoza, Moreno The MOTION failed. Councilmembers Espinoza and Moreno reiterated their policy of not voting during untelevised Council meetings. Acting Chair McGuigan ordered the item tabled. Note: A Special Meeting of the City Council was called by the Mayor for 8.'00 p.m. on May 15, 1997 in the Community Meeting Room at the Police Administration and HoMing Facility, 60 Civic Center Plaza, for the purpose of holding a Closed Session regarding the foregoing matter. WORK STUDY SESSION W.S.A. 1997-1998 CITY BUDGET City Manager David Ream reviewed the meeting agenda, explained an "issue bin" would be used to log Council questions raised during departmental budget presentations for later response, provided a brief overview of the budget including per~nnel reductions for each department over a 1 O-year period, and revisited the City's vision, purpose and goals. Budget Officer Gina Schuchard highlighted new Miscellaneous Fees proposed for FY 97-98 and provided the Council with the Proposed Fees & Fee Adjustments Schedule. The following Executive Directors presented their respective budgets outlining departmental objectives, accomplishments, operations statistics, budget reduction impacts, issues, challenges, and opportunities: Recreation and Community Services - Cleve Williams Police Department - Chief Paul Walters Fire Department - Chief Marc Martin Public Works Agency - Jim Ross Community Development Agency - Cindy Nelson Planning and Building Agency - Robyn Uptegraff Library - Rob Richard Councilmembers indicated the following matters should be placed in the "issue bin": CITY COUNCIL MINUTES 147 MAY 14, 1997 Fee reductions and/or waivers for use of City facilities by neighborhood associations and non-profit organizations - Franklin Soccer field rental fees - Moreno Budget allocations to P. R. I. D E. Program from the Community Development Block Grant and General Fund budgets - Moreno Cooperative efforts with non-profit organizations to maximize use of recreation facilities - Richardson Creation of a City Arts Administrator position - Lutz Method for allocating sanitation fees - Richardson Code Enforcement Workstudy Session - Richardson Planning and Building Customer Satisfaction Survey results and initiation of a "post- project" customer satisfaction survey - Franklin 90.A. PUBLIC COMMENTS Ayyad Ghobrial opined the City's sanitation fees were inequitably distributed and suggested Santa Ana consider allocating such fees on a street frontage basis. Ed McKie discussed City operations impacted by Proposition 218, the measure approved by California voters requiring land-related fee increases to be approved by popular vote, and asked the City Council to scrutinize fund transfers between the various City enterprise funds and the General Fund before final budget adoption.
