ATTENDANCE CONFERENCE ROOM - SECOND FLOOR SANTA ANA PUBLIC LIBRARY 26 CIVIC CENTER PLAZA COUNCILMEMBERS present: ROBERT L. REAM, City Manager JOSEPH W. FLETCHER, City Attorney JANICE C. GUY, Clerk of the Council In the absence of the Mayor and Mayor Pro Tem, Councilmember McGuigan called the meeting to order. She requested staff?begin its presentations without a quorum of the Council present since the session was informational and no action was required of the Council. A quorum was attained when Councilmember Lutz arrived at 6:00 p.m WORK STUDY SESSION W.S.A. FY 97-98 CITY BUDGET - "ISSUE BIN" RESPONSES Assistant City Manager Debra Kurita provided the Council with a copy of FY 97-98 Workforce Changes and New Programs and a draft resolution to make changes to the City's Basic Classification and Compensation Plan, explained personnel adjustments proposed in each City department for the upcoming budget year, and responded to Councilmember questions. CITY COUNCIL MINUTES 166 MAY 27, 1997 Sally Ramirez, representing the Santa Aha City Employees' Association/Service Employees Intemational Union Local 1939, expressed concern regarding the three employees to be laid offand the City's failure to meet and confer on the 19 personnel position changes proposed in the budget. In response to Councilmember Moreno's inquiry as to whether the City was required to "meet and confer" regarding position changes, City Attorney Joe Fletcher indicated that issue was not a matter for discussion in public session. Recreation and Community Services Executive Director Cleve Williams provided the Council with a memo detailing his department's responses to issues raised during previous budget workstudy sessions. He also outlined his experience in the City of Oakland relating to the Recreation Department's coordination of cultural arts programs in that city, and recommended that if the Council decides to authorize an Arts Administrator position in the budget, that the position be full-time rather than part-time. Public Works Agency Executive Director Jim Ross provided the Council with a breakdown of Sanitation Enterprise services including graffiti removal and weed abatement, street sweeping, sewer and storm drain maintenance, and street tree maintenance and the amount projected to be spent on each program in next year's budget. Councilmembers discussed the possibility of extending the tree trimming schedule in order to allocate more funds to tree planting. Transportation Manager Joyce Amerson provided the Council with a memo detailing Public Works' response to issues raised regarding the Capital Improvement Program (C1P) budget session and charts showing FY 96-97 CIP Construction Costs and Citywide Total Deferred Capital (investment) and responded to Councilmember questions. Councilmembers requested the following be placed in the "issue bin" for later response: Treescape standards including trimming schedule, shade coverage, and accelerated tree planting - Richardson, Franklin Breakdown of tax increment allocations - Moreno Percentage of General Fund allocated to employee salaries (both including and excluding detention facility employees) - Moreno Methods to curtail increased proliferation of telephones, water vending machines and newsracks in the public right-of-way - Richardson, McGuigan Assistant City Manager Kurita reported Council Services Manager Lorraine Lazarine was in the process of scheduling the Code Enforcement workstudy session. Clerk of the Council Janice Guy relayed a message from Councilmember Espinoza explaining a scheduling conflict prevented his attendance at the Council meeting.
