Councilmembers discussed the rapidly changing telecommunications industry and raised numerous
issues for investigation and report by staffand/or the cable television consultant including, but not
limited to, exploring all possible service options prior to termination of the current franchise in
2002; provision of cable service by more than one provider; cable rates and price for additional
hook-ups charged in other cities, and a step-by-step explanation on how to change cable
franchisees.

Ron Cooke reiterated his complaint regarding insufficient parking permits in the Willard
Neighborhood and alleged the numbers used by staff to allocate the permits were inaccurate.
Mayor Pro Tem Richardson requested both Cooke's count and staff's report on Willard
residential units be provided to him.
Morrison Park Neighborhood Association President Dan Peters thanked the numerous City
departments and Councilmember Brett Franklin for helping with the Neighborhood's recent "Fall
Fling" and expressed the Neighborhood's willingness to volunteer assistance to the Fallbrook
Park project.

Councilmember Moreno:
- requested additional Police patrol around Patficia Lane, 6th, and Wright Streets;
- noted Santa Ana's Council meeting day and time was not included in the Los
Angeles Times list of City Council meetings; and

- expressed appreciation to Santa Ana residents who attended the recent "Promise
Keepers" rally in Washington, D.C.
Councilmember Espinoza requested Council formally consider installing American flags on major

Mayor Pro Tem Richardson:
reported his attendance at a recognition dinner for former Councilmember and
Mayor Lorin Griset where Griset was commended for 57 years of service to the
Christian Businessmen's Committee;
noted the Library History Room would soon celebrate its 20th anniversary of
operation, indicated Library Assistant Ann Harder had undertaken a massive
project to assemble a pictorial history of Santa Ana's families and businesses, and
encouraged residents to send pictures and/or call 647-5280 for information;
commented that several prol2erties on South Bristol slated for demolition under
the Bristol Street widening project had been "burned" as part of a fire training
program and thanked City staff who had assisted in clearing the properties; and
- suggested those interested in making donations to the Santa Ana Boys and Girls
Club 4th Annual "Castle of Dreams" fundraiser on November 1 contact the Club.
Councilmember McGuigan reported the Discovery Museum had conducted a very enjoyable and
successful fundraiser on October 3 and commented that the "burns" on South Bristol were
conducted in cooperation with the Costa Mesa Fire Department.
Councilmember Lutz:
- requested staff enforce "NO" parking on vacant dirt lots in the Willard
Neighborhood, explore the feasibility of fencing the lots, and provide updates to
him and Councilmember Brett Franklin; and
- reported on an upcoming "Victorian" fund raiser event at the Dr. Howe-Waffle
House where a number of antique collectors would display their collections and
noted information and/or tickets could be obtained by calling 547-9645.
Councilmember Brett Franklin:
- congratulated the Morrison Park and Delhi neighborhoods on recent successful
community events,
- expressed appreciation to PacBell for assisting with the Delhi Fall Festival;
- thanked the Sierra Elementary School Principal for working with adjacent
neighbors to prevent any problems caused by students walking to the School;

thanked outgoing Planning Commissioner Glenn Mondo for his service and
congratulated Jos6 Solofio on his appointment to the Planning Commission; and
reported Crevier BMW was sponsoring a golf tournament on November 3 to
benefit the On Track youth organization in Santa Ana.
reported Santa Ana 2000 was encouraging school principals to meet with their
respective neighborhood associations as a standard operating procedure;
noted the establishment of Project Noah, a new cooperative program sponsored
by the Church of the Messiah and St. Joseph's Church to assist children after

Assistant City Manager Scott Morgan, wishing him well on his relocation to

copy of a report detailing how Garden Grove had streamlined its project review
process and suggested Santa Ana take advantage of Garden Grove's work; and
announced the Discovery Science Center had received an additional $2 million
from the State and an additional $1 million from the Federal government, thanked
State Assemblymember Jim Morrissey, U.S. Congressmembers Christopher Cox
and Loretta Sanchez, and U.S. Senator Barbara Boxer who had assisted in
securing the funds, and noted the groundbreaking will be on November 7 with the
grand opening of the museum scheduled for 1998.
