Councilmember Moreno expressed reservations about the City buying uniforms for Police
Department employees and asked the Council to deny the proposed purchase.
In response to Mayor Pulido's query, City Manager David Ream referred to survey data on other
cities' expenditures for Police uniforms and noted that City-issued Police uniforms resulted in a
better equipped work force.

Charles Bordenave spoke on several items including but not limited to Council fiscal
responsibility and accountability, the Dornan-Sanchez illegal voters controversy, staff
compensation, and City expenditures on the Artists Village.

CITY COUNCIL COMMENTS
Councilmember Moreno:
reiterated his concerns regarding the Council's taking actions on agenda items at
untelevised Study Sessions and suggested the number of Study Sessions be decreased;
opined that a recent Portland trip taken by some members of the Council and staff to
investigate the impact of Portland's ar~s movement on its economic revival was a waste
of City funds; and
requested staff schedule an update on the proposed Orange County Transit Authority
light rail system at the next Council meeting.
Councilmember Espinoza commended the Santa Aha "Redskins" Junior Pee Wees (a Pop
Warner youth football program in Memorial Park) on their excellent season and wished them
luck in their upcoming Las Vegas tournament.
Mayor Pro Tem Richardson:
announced the Santa Ana Boys & Girls Club was celebrating its 40th Anniversary on
December 4, 1997;
asked staffto investigate traffic problems in the French Court neighborhood by the new
Wally Davis Elementary School;
suggested the vehicular noise problem raised by Carlos Ruiz at a previous Council
meeting may be addressed by providing vendor truck operators with information
regarding the City's vending truck regulations; and
commended Planning & Building Agency Executive Director Robyn Uptegraff, City
Attorney Joseph Fletcher, and their respective staffs for the excellent report on signage
issues.

PUBLIC COMMENTS
Councilmember McGuigan requested the Council meeting be adjourned in memory of Jim
Tucker, former Human Relations Commissioner and Uniform Code Appeals Board member, and
Charlene Hunter, retired City Payroll Manager, who both passed away recently.
Councilmember Lutz:
announced a new art exhibit was opening at the Santora Building on December 6, 1997;
reported the Very Special Arts california Gallery in Santa Ana MainPlace will open a
National Institute of Art and Disabilities exhibit of works by disabled and handicapped
artists this weekend;
announced that Judy Edge and Friends of Carver Concerned Parents were holding a
community Christmas tree decorating event at Flower Street Park (3rd and Flower) on
December 7, 1997 at 1:00 p.m.;
asked staffto assist Paragon Sports, a Santa Ana-based company which recently landed a
major contract, locate a larger facility for its business expansion;
announced the Santa Ana Historical Society was holding a "Historical Homes Tour" fund
raiser on December 6, 1997; and
commended Ivana and Oldrich Unger on their Washington Square residence's garden
which was featured in a local newspaper's Home & Garden section.
Councilmember Franklin:
thanked the Floral Park Neighborhood Association for its $500 girl to the Santa Ana
Kiwanis Scholarship Fund;
related St. Edna's Sub-acute & Rehabilitation Center recently held its 3ra Annual Fall
International Festival at its 1929 N. Fairview facility and lauded the Center for its
innovative services and community programs;
announced Musical Director Christy Monko and the Paul McNeff KidSingers, a
Community Development Block Grant (CDBG)-assisted cultural program, will hold a
Holiday Concert on December 6, 1997 at 7:00 p.m. at the First Presbyterian Church;
requested that Assistant to the City Manager Jill Arthur's recent Study Session report on
federal and state grants received by the City be presented at a regular televised Council
meeting; and
reported on zoning, economic, and other information learned by the Portland trip
participants, and noted the Portland arts, museum, and culture movement had greatly
contributed to that city's economic expansion.

PUBLIC COMMENTS
Mayor Pulido:
reported on his work as an Orange County Transportation Authority (CCTA) board
member, discussed elements of the OCTA Light Rail Transit System appxoval process,
and indicated a project update would be presented at a regular Council meeting; and
requested staff coordinate with Comcast Cable to publicize the City's Holiday events.
