Award a contract to Byrom-Davey, Inc., the lowest responsible bidder, for base bid plus add-alternative two, three and five in accordance with unit bid prices in the estimated amount of $1,497,089. 2. Approve a Funding Analysis with a total estimated construction cost of $1,945,700. 3. Approve an appropriation adjustment recognizing $1,024,840 in Park Acquisition and Development Fund revenue accounts (account 312-01-various) and appropriating the same amount to the Acquisition and Development expenditure accounts (account nos. 232-6631 and 312-233-6632) . the nos. Park 312 - DISCUSSION This proj ect involves the removal of the existing natural turf and installation of new synthetic turf for a dual soccer and football field at Eddie West Stadium (Exhibit 1). These improvements include installation of synthetic turf, a drainage system underneath the field, and new sump pumps. Add-alternate number two provides for a composite underlayment structural base and subgrade. Add-alternate number three includes improvements to the restrooms in order to comply with the Americans with Disability Act (ADA) and upgrades to the electrical room. Add-alternate number five provides for FieldTurf brand synthetic turf. Once completed, the project will enhance Eddie West Stadium and reduce maintenance costs for the turf. The Notice Inviting Bids was advertised on September 13 and 15, 2006 and bids were opened on October 10, 2006. The lowest responsive bid was submitted by Byrom-Davey, Inc., for $1,497,089, which is above the Engineer's estimate of $1,408,850. ENVIRONMENTAL IMPACT Categorical Exemption ER 2004-222 was previously prepared and approved for this project and no further analysis is required. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $1,945,700 for the project (Exhibit 2). Funds are available in the State Urban Parks and Healthy Communities Grant Fund(account no.169-271-6631), the Roberti 2'Berg Harris Grant Fund(account no. 161-270-6631) and the Park Acquisition and Development Fund(Account nos. 301-232-6631, 312-232- 6631 and 312-233-6632) .
