Award a contract to Pro Tech Engineering, the lowest responsible bidder, in accordance with unit bid prices in the estimated amount of $399,285 for construction of traffic signal installation at two locations. 3. Approve a Funding Analysis with a total estimated construction cost of $499,100. DISCUSSION This project provides for installation of two traffic signals at the intersections of 5th Street at Jackson Street and MacArthur Boulevard at Birch Street (Exhibit 1). Once completed, these traffic signals will increase the safety of motorists and pedestrians at these intersections. The Notice Inviting Bids was advertised on September 25 and 27, 2006, and bids were opened on October 24, 2006. A summary of the bid invitations mailed, the bids received, and the bid results follows. Oak Engineering, Inc. (OEI) submitted a bid in an amount of $342,032. The day following the bid opening, OEI requested to be relieved of their bid, stating that they had made a clerical error in filling out the bid. After examining OEI' s bid and other documents, staff has found sufficient grounds for the relief and therefore, recommends that OEI's request be granted. The lowest responsive bid was submitted by Pro Tech Engineering, for $399,285, which is above the Engineer's estimate of $339,290. ENVIRONMENTAL IMPACT Environmental Review Nos. 2006-2 and 2005-215 were completed and Categorical Exceptions were filed for these proj ects pursuant to the California Environmental Quality Act. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $499,100 for the project (Exhibit 2). Funds are available in the Traffic System Management Grant Pedestrian Safety Fund (account no. 147-651-6631) and the Select Street Construction Fund (account no. 59-551-6631).
