YOUTH PROGRAMS UPDATE - Recreation and Parks Executive Director Cleve

ORDINANCES - FIRST READING (TAKEN OUT OF AGENDA ORDER)
50.A. ESTABLISHMENT OF YOUTH COMMISSION
Michelle Santana and Sophal Choy, two of the 40 Youth Alternative Collaborative
(YAC) Youth Leaders, briefed the Council on the process that led to the proposal
of the Youth Commission.
Rifka Hirsch spoke in support of the proposed Youth Commission and suggested
the Council include YAC Youth Leader representatives in the Commission's
governance structure.
Breanna DeMail asked the Council to appoint 3-10 YAC Youth Leaders as
honorary members of the Commission.
Councilmember McGuigan requested staff to explore ways to involve the youths
who had helped to create the Youth Commission in a policy-making capacity.
Councilmembers discussed applicant qualifications for the Commission including
grade point average, parental consent, and participant age limits.
Councilmember Christy confirmed the intent of the Youth Alternatives Council
Committee in drafting the ordinance was to limit participation to high school and
middle school students, and to disregard grade point average based on the
assumption that Councilmembers would select academically qualified students as
their representatives. She agreed parental consent should be included in the
ordinance and asked the City Attorney for appropriate language to include this
provision in the ordinance.
Motion:
Amend ordinance to require any appointees under the age of 18 to
have parental consent to serve on the Youth Commission, place
ordinance on first reading and authorize publication of title.

Douglas Westfall presented Councilmembers with copies of a brochure entitled
"History of Santa Ana City and Valley" originally published in 1887.
90.B. COUNCIL COMMENTS
Councilmember Bist
· congratulated Wilshire Square resident Mare LaFont on his attractive garden
that had been featured in a recent Los Angeles Times article;
· commended the Friends of the Zoo on its successful "Zoofari" fund raiser and
expressed her gratitude to the Friends for their support of the Santa Ana Zoo;
· reported her attendance at the unveiling ceremony of Art Panels, a
beautification project for Orange County freeways funded by the Federal
government; and
· encouraged the audience to attend the Fiestas Patrias celebration in downtown
Santa Ana on September 10-12, particularly the Saturday parade.
Councilmember Moreno
· noting his daughter had attended her first day of school that morning, requested
staff to provide him with a report on the number of crossing guards at Santa
Ana schools;
· cited several examples of ways he had assisted constituents solve municipally-
related problems and encouraged the audience to call him at 836-0334; and
· requested the Orange County Vector Control District presentation heard by the
Council on July 19 be given at a televised Council meeting.
Mayor Pro-Tem Lutz
· thanked the Santa Ana Kiwanis Club, the Assistance League, Anaheim Sports
and all who attended the dedication of Angels Community Park on August 21
for their support;
· invited residents to attend the Washington Square Home Tour on October 2-3
and indicated information could be obtained by calling 284-5434; and
· also invited the audience to the 2® annual Jazz & Blues Festival at the Zoo on
September 25-26 (Recreation and Community Services Executive Director
Cleve Williams detailed the artists and performance schedule, noting ticket
information was available by calling 571-4272.)

Councilmember McGuigan
· suggested the catch basins at Raitt and McFadden Streets be cleaned prior to
the rainy season (Public Works Agency Executive Director Jim Ross indicated
his department annually performed this service and also conducted periodic
inspections);
· asked that the youths who had helped to create the Youth Commission be
formally recognized for their service at a Council meeting;
· indicated the Vector Control District might have a video that could be broadcast
on Channel 3; and
· reported a recent Comcast Cable service offer had been mailed to her home
after the sign-up deadline for the service.
Councilmember Christy
· reported she had represented the City at an awards banquet sponsored by the
World League for Freedom and Democracy and that the League expressed its
sincere appreciation for the recognition plaque.
Councilmember Franklin
· reported Santa Aha School District Board member Nadia Davis was
recuperating from injuries suffered in a serious car accident;
· thanked the Public Works Agency for the tree planting campaign in the Logan
Neighborhood; and
· asked that the Council meeting be adjourned in honor of Francis Hall, former
Chief Executive Officer of Rickenbacher Guitars and long-term Santa Aha
resident and Kiwanis Club member, who had recently passed away.
