Fremont Elementary School Principal Carolina Tercero explained that
the current student population exceeded the School's capacity; and
requested the Council to approve placement of a classroom on the El
Salvador Park west parking lot on a temporary basis.
Councilmember Christy noted the School District had originally asked
permission to install six portable classrooms at El Salvador Park and
expressed concern regarding the potential loss of parkland.
Motion:
Continue consideration of agreement with Santa Ana Unified
School District relating to a temporary classroom at El Salvador
Park to November 15, 1999, and direct staff to investigate and
report other options to Council.

Councilmember McGuigan explained the Santiago Little League, the
group most impacted by the loss of parking lot space, had agreed to the
proposed placement and suggested the Council approve the
agreement.

The following persons spoke in favor of light rail, but noted the Project's impacts
needed to be mitigated:

Councilmember McGuigan commented that while she appreciated the residents'
concerns, the Environmental Impact Report for the project was not yet complete
and the facts not all known at this point. She indicated she was not ready to take
a position on the project tonight.
Councilmember Franklin requested the City Manager to secure 20 copies of the
Environmental Impact Report to be accessible for review and lending from the
Santa Ana Library.
Councilmember Moreno noted that he had opposed the Project from its initiation
and urged the Council to take a stand against the Project.
Motion: Oppose the construction of a light rail system in the City of
Santa Aha.
MOTION: Moreno
Motion died for lack of second.

Councilmember Moreno requested this item be deferred to a future Council

90.A. PUBLIC COMMENTS
George Estrada opined the Proactive Rental Enforcement Program should be
terminated, and expressed concerns regarding the Santa Aha Unified School
District's bond measure for school construction on the November ballot and urged
the audience to vote against its approval.
Francisco Villalobos reported the elevator at Park Place Apartments, where he

COUNCIL COMMENTS
Councilmember Moreno
· encouraged the Council to take a position on the CenterLine project prior to the
November 2000 election;
· expressed concerns regarding uneven pavement in a newly rehabilitated
section of Santa Aha Boulevard (Public Works Executive Director Jim Ross
reported water seepage from the Federal Courthouse could be causing the
problem);
· requested staff analyze the intersections of Fourth and Mortimer and
Fifth/Santa Ana Boulevard and Mortimer for possible removal of parking to
increase visibility for pedestrian and traffic safety purposes; and
· suggested the Council not scale down the Delhi Park Community Center
project, but build the $7.4 million project originally proposed for the site.
Councilmember Bist
· invited the audience to the upcoming Wilshire Square Neighborhood Tea and
Plein Air Festival on October 9 between 11:00 a.m. and 4:00 p.m. in the 1300
block of South Birch Street;
· congratulated Koo's Caf6 on its 5th Anniversary and its attainment of non-profit
status; and
· thanked Police Chief Paul Walters and the Animal Control Unit for assistance
in rounding up dogs running at-large in her neighborhood.
Councilmember McGuigan
· expressed appreciation to those involved in several recent successful
community events including, among others, the Jazz and Blues Festival, the
Washington Square Home and Garden Tour, and the 1st Anniversary of the
Discovery Science Center;

requested assistance from the City Attorney with a barking dog problem in
south Santa Ana; and
reported constituent complaints regarding early closure of the restrooms in
Heritage Park and asked Recreation and Community Services Executive
Director Cleve Williams to investigate.
Councilmember Christy
· reported her attendance at the Tdnity Law School accreditation ceremonies and
expressed the School's appreciation for the City's recognition of the event;
· reported overgrown foliage on Alton Avenue between Bristol Street and
Fairview Avenue and asked staff to investigate;
· encouraged the audience to participate in "Walk a Child to School Day" on
Wednesday; and
· congratulated Pio Pico School on its receipt of a $90,000 donation from Bank
of America for its educational programs.
Councilmember Franklin
· thanked Cleve Williams and Gil Marrem for their outstanding efforts in ensuring
the success of the Jazz and Blues Festival;
· echoed Councilmember McGuigan's congratulations regarding Washington
Square successful Home and Garden Tour;
· noted sod had been placed in the Grand Avenue median by CalTrans and
requested staff ask CalTrans to plant trees as well on that median;
· urged residents to plant trees on their properties and encouraged them to
contact the City for tree planting in residential parkways;
· expressed the appreciation of Richard Brandt for the new ramps at City Hall for
the disabled;
· suggested the Historic Commission might want to initiate exchanges with other
historic commissions in the Southern California area; and
· asked Clave Williams to inquire when and if Comcast Cablevision plans to
broadcast "Court TV."
