APPLICATION 99-08 - SOUTH MAIN STREET COMMERCIAL
DISTRICT
(Placed on first reading on March 20, 2000 by a 6/0 vote with Moreno not
voting)
ORDINANCE NO. NS-2420 - An ordinance of the City Council of the City
of Santa Ana amending Chapter 41 of the Santa Ana Municipal Code to
establish a new zoning district known as the Commercial South Main
Zoning District
ORDINANCE NO. NS-2421 - An ordinance of the City Council of the City
of Santa Ana rezoning property generally located in the area between
Walnut Street and Warner Avenue along south Main Street from
Community Commercial (C-1) and General Commercial (C-2) to a new
zoning district referred to as Commercial South Main (C-SM) (AA No. 99-
08)
NOTE: Following the vote on the consent calendar, Dino Salvant,
representing El Polio Loco, asked Council to clarify the intent of SAMC
Section 41.521g with respect to drive through establishments. Mayor
Pulido explained that the ordinance would prohibit the construction of
drive through establishments in the project area

Barry Jensen and Jerry Blair, representing Hillcrest Contracting,
addressed Council with concerns about the proposed award of bid for the
Bristol Street Widening Project. Mr. Jensen stated that his client was
protesting the award of contract on the basis that the bids from the
recommended companies should have been declared non -responsive in
that the required DBE information was not submitted at the time of the
bids as specified in the Instructions to Bidders and a bid addendum
Jim Ross, Executive Director of the Public Works Agency agreed that the
instructions did specify that the DBE information must be submitted with
the bids, however, he noted that an appendix in the contract specified
that the required DBE forms could be submitted within four days after the
bids were opened
Following the public comments, Council discussion ensued
Motion: That the Council reject all bids, and authorize the release of a new
Request for Proposal which will clarify inconsistent language, and,
instruct staff to return a contract award recommendation to the City
Council as soon as possible.

John Lombardo and Ralph Boccetti spoke relative to continuing problems
with errant golf balls encountered at the Riverglen Housing tract. Maria
Del Carman Pillado addressed the Council relative to a request to make
three installment payments for a permit in connection with a new palm
reading establishment

Councilmember Moreno
• Announced that the Delhi Community Center received $1,000,000 in
funding from the Empowerment Zone Board
Councilmember Bist
• Congratulated Thom Coughran, Water Resources Manager on the
success of the Water Science Fair
• Announced that the dedication of the Peace Pole, donated by the
Rotary International, took place earlier in the afternoon
• Encouraged residents to complete their census forms
Councilmember Lutz
• Congratulated Councilwomen Christy on the success of the Youth
Exposition 2000
• Announced that the open house for the Orange County High School
of the Arts drew a crowd of over 1000 people
Councilmember McGuigan
• Announced that Rip Ribble, Operations Manager, Parks, Recreation
and Community Services Agency, received an award as 'Professional
of the Year" from the California Parks and Recreation Commission
• Expressed concern about programming on Channel 3, particularly the
music videos shown, and asked staff to discuss the issue of
programming with the Cable Television Advisory Board
• Noted that she had received calls from residents complaining about
a curb painting company that appeared to represent the City of Santa
Ana because employees displayed a City logo and business ID which
gave the false impression that the company was affiliated with the
City. She asked staff to look into this matter

• Congratulated Thom Coughran on the success of a recent tour
conducted by the Metropolitan Water District of the Copper Basin

Asked staff to report on the status of the fence ordinance, and the
projected schedule for community forums and Council consideration.
She asked the Executive Director of the Parks, Recreation, and
Community Services Agency to announce the dates of any
community forums on the Comcast Community Service
Announcement Board
Councilmember Franklin
• Congratulated Captain Carlson of the Santa Ana Police Department
on the City's successful bid to host the 2002 Police/Fire Summer
Games. He noted that the City's bid was selected over bids
submitted by Fresno and San Diego; he further noted that hosting the
games will provide increased revenue for the City of Santa Ana
• Congratulated the Empowerment Zone Board on the work done to
distribute $3,666,000 in second year funding to organizations
providing services within the Empowerment Zone
Mayor Pulido
• Reminded residents to fill out the census forms and noted that the
deadline to submit the census forms has been extended to April 10,
2000
