Dear Mayor Amezcua and Council members,
I am writing as a concerned resident of Ward 5 regarding the selection process for the Sahuayo Mural Project.
As someone who cares deeply about our community and the integrity of public art funding, I find it troubling
that this process has lacked transparency, fairness, and community involvement.
First and foremost, I strongly believe that the recent appointment of an Arts and Culture Commissioner for
Ward 5 should have automatically disqualified them from applying for this project. It is a clear conflict of
interest for an individual tasked with advising on public art matters to also benefit from city -funded
opportunities. This raises serious ethical concerns, and I urge the city to reconsider their inclusion in the
selected lineup of artists.
Additionally, there was no community input in the artist selection process. Public art is meant to reflect the
voices, culture, and history of our city, yet the residents of Ward 5 and Santa Ana as a whole were given no
opportunity to weigh in on who would be representing our city in this binational collaboration. This lack of
engagement is extremely disappointing and does not align with the principles of inclusivity and community -
driven decision -making that public art should uphold.
Another pressing concern is that $49,000 in public art funds is being allocated to an artist based in Florida.
Santa Ana is home to an incredible pool of talented artists who understand our city's history, culture, and
identity. There is no justification for sending these taxpayer -funded dollars out of state when there are more
than enough qualified artists right here in our own community. This completely disregards the mission of
investing in and uplifting local talent.
Given these serious issues a conflict of interest, a lack of community involvement, and the misallocation of
public funds, I strongly urge the city to redo the artist selection process in a way that ensures:
1) A fair and transparent selection process, including the disclosure of scoring criteria.
2) The exclusion of individuals with conflicts of interest, such as appointed commissioners.
3)Active community involvement, allowing residents to participate in selecting the artists who will represent
our city.
4) A commitment to prioritizing local artists, ensuring that public art funds remain within Santa Ana to benefit
our own creative community.
I hope that these concerns will be taken seriously and that corrective action will be taken to uphold the integrity
of the Sahuayo Mural Project. I look forward to hearing how the city intends to address these issues.

This email is in support of Councilmember David Penaloza's resolution to oppose SCAQMD's proposed rules
1111 and 1121. The burdens on property owners and tenants alike will be detrimental to the quality of life in
Santa Ana.
Should these rules be adopted, countless Santa Ana residents would be displaced in order to replace these units -
as many older buildings would need to be retrofitted and redesigned in order to accommodate the new
appliances. Additionally these burdensome costs - typically over $10,000 per installation - would be born by
already constricted property owners - and already burdened tenants.
Further, the assumed benefits for installing these units is marginal, and less reliable. Leaving countless Santa
Ana residents to rely on an electric grid that has not been as dependable in recent years.
These impacts are not worth the perceived benefits, and we urge you to support Councilmember Penaloza's
resolution to oppose SCAQMD's proposed rules 1111 and 1121.

I am a resident of Santa Ana, and I am writing to bring attention to the poor living conditions
affecting many families in our community. As housing costs continue to rise, many low-income
residents are forced to live in substandard housing with issues such as pest infestations, mold,
plumbing failures, and overcrowding. These conditions pose serious health risks and diminish the
quality of life for many hardworking individuals and families. As a city leader, I urge you to take
action to address this urgent issue.
Many of Santa Ana's rental properties, particularly in low-income neighborhoods, suffer from
neglect due to landlords failing to maintain safe and habitable living conditions. Tenants often fear
retaliation if they report problems, while others struggle with rent increases despite living in unsafe
environments. According to reports from the Kennedy commission and local housing advocates,
nearly 40% of renters in Santa Ana are severely rent -burdened, meaning they spend more than half
their income on rent. This leaves little room for essential expenses like food, healthcare, and
education, exacerbating the cycle of poverty. Children and elderly residents are especially vulnerable
to the health hazards caused by unsafe housing, including respiratory illnesses from mold and
stress -related conditions due to overcrowding.
To address this crisis, I urge the City Council to, strengthen tenant protections, enforce
stricter health and safety inspections for rental properties, and provide additional funding for
affordable housing initiatives. lmplementing a proactive rental inspection program, similar to those in
other cities, could help ensure landlords, comply with health and safety codes before violations reach
critical levels. Additionally, expanding rental assistance programs and legal support for tenants can
help prevent displacement and hold negligent landlords accountable.

Around Santa Ana gun violence has been an issue. About a month ago there was a shootout between two
people in front of the liquor store on First and Newhope. It was during the weekday in the early mornings
when kids are walking to school. There should be more restrictions on gun carrying, stricter gun laws.
Lastly properly funding the community/city that way it can always be maintained. It can appeal to people
to want to live here.
I believe that if you are well informed of what is going around your community/city it can prosper and
grow. Having a good relationship with those people that live in that city. Letting them know that their
problems are being listened to and showing that you are willing to help..I know that being a mayor of a

city, recently, there has been a noticeable increase in the number of homeless
individuals in our community and this has led to several issues that need to be

One major issue is the mess that is often left behind in public places and
unfortunately in private properties, as well, many residents' homes have been
trespassed multiple times and often had things stolen by these individuals. This not only
creates a sense of insecurity but also affects the overall quality of life in our
neighborhood. Every time I walk out of my home I have to see a huge mess that they

I understand that homelessness is a complex issue that requires quires a compassionate

because we don't know what they will do to get money for their next drug. I know many of them could

My main problem is that they are sleeping in places people go and it's supper dangerous for them to be
there we don't know what they want to do with people around them i think the thing we should do is a hair
more people that know about making more hostile architecture and just keep adding to the city main spots
and then they will start to go away and move to different cities and there won't be as money.

I am one of your constituents and I am writing this letter in regards to the issue with homelessness that I
have noticed lately in Santa Ana. This is a pretty important issue in regards to Santa Ana because the lack
of attention to crises like these bring this city down, Society is very critical, and tends to be very
judgemental with homeless problems. Me personally as well, I can't help but feel that I should help
people on the streets. I don't know if I'm considered empathetic, but I feel terrible seeing families in
struggling conditions and situations. I want to try and help at least a little bit. I remember once witnessing
a family on the streets with their tents once, and my morn made a comment about how terrible it must be
like that, Homelessness is becoming a big issue most people refuse to talk about, and we should do
something about it. Installing homeless shelters that actually benefit the homeless, and setting events or
organizations that could help these people in need to get their life back together.
I have done some research regarding this issue, citing from the Santa Ana, Official Government website it
had stated that maintaining a job and finding affording housing has been difficult and became a reason
why many people may not be in stable conditions. Inflation has made house rent very high, and jobs have
been very critical and even a few times shown injustice to their employees. I have even heard teenagers
around my age, struggling to find a job because they are still young, and inexperienced. This may also
contribute to these crises, As many people struggle to find a job for various reasons. Trying to live a
comfortable life at least is almost like, a hike to Mt. Everest. We should offer financial assistance, that
could be organizations, or presentations about this issue and what the people can do,
I have given you a few solutions that you can choose from, and I hope you can make time of your day to
think about at least I if not a few. You could install homeless shelters that can actually benefit these
people, as many I've heard about have treated people terribly. Providing them food, a better place to
sleep, and assisting them through the process of a job and being financially stable to live on their own,
You could also set out meetings or presentations for people, discussing the topic about finance and how to

Hello my name is Jaime Gonzalez I wanted to write you a letter addressing a worldwide issue
homelessness. This topic of homelessness is important to me because I feel as if the safety for
others and mine it's important to keep these people off the street. More importantly given a.
different chance at life most of the homeless people ended up in that situation through decisions
made at a young age. My claim is if homeless people are given a second chance, a Fetter chance
it can benefit our society as a whole. The strain and financial hardship on our society and
significant costs can add up.
The problem in today's society is everyone expects everything given to them but I believe if we
show them the correct way of their consequences and prove they have to earn for themselves. In
other ways homelessness is also caused by lack of affordable health care, disability or an illness.
This has affected me as many people have this issue. It's not something that can be resolved in
just a day. It takes time and some people just don't have enough time ending up in a downward
spiral towards homelessness.
A possible solution to this is a rehabilitation center for homeless people, a chance to earn a job, a
chance to show your contribution to society. I think this solution would work if :locations were to
open for this sort of stuff in the future. Many homeless people want to be given another chance
and just don't know where to start with this opportunity. Many will jump at it hoping to at least

I am one of your constituents and I am writing this, letter in regards to homelessness. I
believe that one of the biggest problems in Santa Ana is homelessness and by
combating this problem Santa Ana can get one step closer towards having a more
positive atmosphere and helping the people in our community that are in most need.
Homelessness has been a major problem in Santa Ana and many homeless have been
dying on the street. In 2022 a report from the Orange County sheriff Department
showed that 500 homeless, people died in the streets, an increase of 25.6% in
comparison to 2021. About 19% of the 500 deaths were from Santa Ana.
Some solutions that I believe could help are RRH(rapid re -housing) and creating a
coordinated system to help with homelessness. RRH can help short term with rental
assistance. RRH has also been proven to be effective in ending homelessness by
getting people that may be homeless in permanent housing. Creating a coordinated
system can also help homelessness by commuinities, coming together and expressing
their opinions on how they believe the city can help with homelessness.

I believe we can fix this problem. I suggest you support strongers laws to stop pollution in

My name is Danna Montano, and I am a Laos Amigos High School student. I am writing
this letter concerning the homelessness in. Santa And. I moved from Anaheim to Santa
Ana in 2020, when homelessness was not very prominent. However, as the years have
gone by and I have explored Santa Ana, I have observed how homelessness has expanded
rapidly. I would like if the homeless community were able to receive more support to
contradict the backlash the Santa Ana community feels when it comes to the overall
wellbeing of their safety.
Homelessness has increased by 44.2% in Santa Ana since 2022. This goes to show how
as the years go by homelessness increases. When people think about Santa Ana they
think of "ghetto" and "homelessness" As someone who lives in Santa Ana I believe that
we should change that stereotype by taking, action and supporting the homeless.
According to voiceofoc.org, 1428 people are homeless in Santa Ana and 871 of them
dont have a shelter to stay at or support. This causes citizens to worry about their safety
when walking from place to place in Santa Ana. From the topic of homelessness in Santa
Ana :i have came to learn that with homelessness gradually increasing and becoming a
greater concern in the community, multiple people agree that hom , elessness needs to be
eradicated. The facts I have learned from homelessness have affected my opinion on this
topic by educating me and coming the conclusion that to further improve the
homelessness we have to do something now.
I believe that we can fix the issue of homelessness by taking inspiration from Japan. In
Japan homelessness is not an issue due to multiple procedures Japan takes for example,
capsule hotels. Capsule hotels are small individual sleeping rooms that are like
"capsules" thus, the name capsule hotels. This offers a unique experience that gives
guests the ability to have a place to sleep without the need of a whole hotel room, they
make the most of the space available and are a great way for homelessness to improve
with a small fee. Although building a hotel for homeless people to get stabilized might
sound a bit daunting, I have found that lots of people enjoy capsule hotels due to the
unique experience. This will lead to non -homeless people visiting and staying, increasing
the profit of the hotel. For funding, a bank will be able to provide a loan that can be paid
off with the money made from guests. Another way to get funding for this hotel would be

I am writing this letter regarding illegal dumping. This issue needs to be addressed because it
harms the environment by polluting soil and water, poses safety risks to humans, and destroys
natural ecosystems, which indefinitely impacts a community's quality of life. I chose to inform
you about this because you were elected on a commitment to prioritize the quality of life and
ensure public safety. I believe that you will understand where I'm coming from.
After I get picked up from school, I take Newhope all the way home, and on the car ride home, I
notice a bunch of couches and mattresses, etc., out on the sidewalks. This issue is because it
deteriorates neighborhoods, is a safety hazard, and easily causes a breeding ground for
disease -carrying animals and insects. I've seen it driving down Newhope and other parts of
Santa Ana. Besides, there was a point in time when there were more than 38,000 complaints in
ZOZ4 about illegal dumping. I realized that we as a community should take a stand and be more
mindful of where we dump unwanted things.
As the one in power of our city, I have a couple of solutions to prevent illegal dumping. We can
construct chronic dumping sites through regular cleanup. We can increase the street lighting to
expose the dumps, increase monitoring, and create signs of "No Dumping." Another way that
can solve this problem and help the environment is recycling. Emphasize the importance of
recycling and taking care of our planet. With enough people wanting this constructive change in
our neighborhoods and environment, we can stop illegal dumping together.

The situation throughout the community is excessive to our citizens from the negative outcomes
coming from driving safety. Throughout Santa Ana we see fatal crashes and injuries our people
face from the certain hazards we have through our city. Fatal deaths can occur such as in
January 2025 what led to a death in a car accident. We need to regulate more safety hazards to
protect drivers and citizens through our streets. We can expand our community by advancing
the works of it. I learned that if we want to see a change we must take actions all as one to bring
our society together to a better economy.
A way to bring a change to our city is by giving the chance of our people to regulate a possible
opportunity to make a difference within our streets. With your help you can help address the
people of Santa Ana for the difference we need to make for the safety of our Iives.The solution
will help us bring to a better action slowly but surely for the demand of our communities voice to
stand out for the decisions that need to be made.We can enforce more laws into the driving
regulations. More standards we put, we advance the state of speed checks, DUI checks and

My name is Fabian Montero. I am one of your constituents and I am writing this letter to you
regarding the homeless. Homeless are a problem to this society because they harass and
sometimes assault civilians, for example a couple weeks back me and my cousin went to the 7/11
off 1st and harbor. Before we went inside there was a homeless man and woman yelling at us
asking "WHO'' ARE WE, HERE", and even went inside the store until the 7/11. employee had
asked him to leave. This shows how homeless are a burden to civilians , and how people can't go
to a 7/11 without getting harassed.
What provokes homelessness is how tough it is to get a job and not only get one, but
sustain one. This is true as a lot of jobs won't want to hire them because of their- situation, and
because jobs judge based on how they look. Another reason why it is so hard for them to get a
job is because they may not have a diploma or the education they need to secure the job. It is also
hard for them to keep a job before they have no form of transportation, and when they need
money to buy a new uniform for work. This shows how sustaining and maintaining a job may
provoke the homeless to harass or assault civilians.
A couple Solutions that might work are looking into making more homeless shelters that
provide everything they need until they can get back on their feet and possibly get their own
place. Another solution is, not as strict protocol for homeless people as they might not get to
work on time everyday. In Conclusion, I hope I can see less homeless people in the next year or
2, and more homeless shelters.

Hello my name is Lilybeth Rodriguez, one of your constituents, and I am writing this letter in
regards to a concern I have about apartments and homes that are not gated. I truly believe that
a gated community/home is an important feature that should be added to everybody's home as
it keeps all residents safe from, any harm or danger of a unknown person who is willing to cross
porperity. Parents and kid would love to see a drastic change like this as it can improve better
and comfortable living to see their kids enjoy being outside without a heavy worry and families
having more privacy.
Ungated communities have known to be homes that usually have more issues and complaints
coming from residents and have also led to be posted on social media that lately unknown
people have had the audacity to steal people's packages or damage one's car which is truly
scary, especially for those who could possibly be living on their own. Another thing to mention is
that even, toddlers at any moment can be unseen by a parent or guardian which then leader
them to walk outside to an open door and wonder around which is absolutely terrifying.
Toddlers or kids, for example the ones who can live in ungated communities, are not always
allowed to go out and play around with others during their free time because parents are worried
that an unknown person can approach: them and speak to them which is truily understandable.
As stated by me, I would love if you would acknowledge this suggestion and perhaps make this
move if you decide its acceptable. This would mean a lot to other people and I as we would feel
more content of having better privacy to not interfere with unknow, people with weirdly
intentions.

My name is Litzy Gonzalez-Najera I am one of your constituents and I am writing this letter in regards to
the homeless issue going on here in Santa Ana. This topic is important to me because there are so many
homeless people everywhere you look in my neighborhood. My idea on fixing this problem is by housing
the homeless in a shelter.
In an article titled "Santa Ana Ramps up Crackdown on Homeless Encampments, Clears Railroads" by
Gigi Gradillas published on October 17, 2024 she quote a conference when they were clearing the
railroads site Alvero Nunez said " If they come back to the railroad after it was cleaned they'll get h just
citation," This shows that he does not really care about where the homeless people are going to be, e j
wants to get rid of them. This matters because instead of just kicking them out he should redirect the
homeless people who are in the railroad sites to some shelters in the area. I learned that in California the
homeless toll rose by at least 20% since 2020.
The way to fix this issue would be to put them in a housing shelter. I believe that we could get more
funding to be able to house these people. While being in these shelters they should get an opportunity to
work in any way in order to get money. With this money they could start saving up to get a place of their
own. l believe homeless people deserve a chance at a normal life without being hated on for being
homeless, no one knows the reason these people don't have a shelter, homeless people deserve better

My name is Lizbeth Ruiz from Santa Ana California. I attend Los Amigos High School and the reason I
am writing is to express my concerns regarding the lack of trust in law enforcement within Our
community. I hope this letter finds you well and will be taken into consideration. To start off, many recent
events have shown how many people don't feel safe and fear law enforcement rather than recurring to
them for help. With the many present things going on today, for example, The Immigration raids, protests,
and violence to people with native descendants. I believe it is important that we address these issues to
have a safer and more trusting environment for all.
Many people don't trust law enforcement due to many situations that have happened in the past. For
example, in 2020, when a colored person named Geroge Floyed was killed under the hands of a white
officer. This led to an outburst of violence and brutality on both parts. Many lost trust because they saw
how that officer took advantage of his authority which cost someone's life. This led many to have a bad
perspective towards officers. Also, we see police brutality on the daily. With social media being an easy
access, many videos of police brutality surface showing a bad image towards law enforcement. '"I'his also
plays a role in the lack of trust in our community because many are also colored people and they may
have developed fear towards law enforcement which leads to the community not working together.
To rebuild trust, I encourage many more events to implement our community with law enforcement. First,
implementing community programs with law enforcement can help the people get to know their local
officers. This would help the community know who they are calling for help and get to know the values
and goals each officer has which at the end would all come to helping and keeping the community safe.
Additionally, increasing communication with people to know and keep them up to date with everything
going on would help better the situation due to everyone being able to see what officers and other law

I am one of your constituents and I am writing this letter in regards to the issue of homelessness in Santa. Aria. ➢ picked this topic
because I have to deal with homeless people on the way to my home from school. I ride tine bus about 3 times a week and there
are always homeless people getting on the bus or homeless people at the bus stops. I have had a homeless person come up to me
and ask me for money a couple of times. This is why I believe the homeless problem in Santa Ana should be seen as a problem
that deeds to be prioritized as a problem that needs to be fixed.
The problem of homelessness in Santa Ana has gotten so out of control that when you drive around any big streets in Santa Ana,
you will for sure see a homeless person on the street. Many news outlets have covered this issue in articles„ One of these articles
about the issues of homelessness in. Santa Ana is called "How Are Santa Ana Officials Going to Address homeless
Encampments?" by Hosam Elattar and Hugo Rios and in the article it states "According to the latest count, there are 1,42B
homeless people in Santa Ana — the highest out of any city in OC". Another article about homelessness is called "A suspect
living at a Santa Ana apartment complex for the homeless was caught selling narcotics" by Art Pedroza and this article talks
about a homeless man living in a rehabilitation center for the homeless in downtown Santa Ana who was selling drugs out of the
complex. These two articles both share how Santa Ana has the highest count of homeless in all of grange County and how these
homeless people in our city can be a threat to our community. These articles have led me to learn that this problem concerning
homelessness has gotten out of hand and that information makes me want to keep on fighting to hopefully solve this problem.
In conclusion I wanted to write this letter to ask you to push this problem of homelessness in. Santa Ana to be prioritized as a
problem that needs to be fixed in the community because of the evidence i have provided showing how homelessness in Santa
Ana is the highest in all of Orange County and how homelessness has contributed to crime in the city. In these circumstances, I
have made a solution to this problem of growing numbers of homeless people. I believe to solve this issue of homelessness, you
should add more rehabilitation centers for homeless people and give every person who checks into these centers a sponsor that
can co viLwtw to then. and really try to help these pcop!e and If these homeless people go back to tine streets and gn back to their
lifestyle, the police should be able to arrest them and they will be able to get there lives back together in jail. This solution will
work because I have had family members who have lived on the streets willingly and some stayed in rehabs and got better while
others had gotten arrested and in jail they learned how to accept the help they were given and rehabilitate. Thank you very much

I am writing to you today as a concerned resident of Santa Ana, CA, to address the issue of
public graffiti in our community. This issue impacts the arrival of new residents and makes our
neighborhood look bad. Graffiti sends the wrong message that the neighborhood is a bad or
dangerous area to live in. It gives the impression that no one is in charge, which can snake people
not want to get involved or invest time in our community.
I think there are a few things we could do to fix this problem. First, the city should spend more
money on programs that remove graffiti quickly. Second, we can support art projects in the
community, like murals, so people can still express themselves and make our neighborhood look
nicer. Finally, we need to make sure laws against graffiti are stricter, with tougher penalties for
those who do it.
To deal with graffiti, we can use different kinds of punishments that both penalize the person
who did it and try to make them not do it again. For example, money penalties like fines and.
making them pay for the cost of the cleanup. Community service like cleaning up graffiti,
making them fix what they did. Legal punishments, like getting charged with a crime or even
going to fait, can also stop others from doing it. We can also offer programs to teach there why
it's wrong and give them other ideas on how to express themselves. The most important thing is
to be fair and consistent with punishments and focus on stopping graffiti in our community. Both.
by punishing people and helping them make better decisions.

Today I will address how ci- itical departure times and inconsistencies affect us, hoping that
Mayor Valerie Amezcua takes action to improve the city. Regarding the struggles we encounter
in our everyday lives, other people face these exact dilemmas. Bringing up the tensions we
have sought to represent and address, the inconsistency our city faces when it comes to
transportation. Addressing what affects us in a negative way, just as much as how it can be
beneficial for the city if it stays up to date with its routes and departures.
Firstly, we can bring attention to the lack of transportation people face on a daily basis; to an
extent, handicapped individuals require public transportation and certain streets do not cover
the aid they require. Along with other individuals, some require public transportation as they do
not own a vehicle to arrive at their desired destination. The city of Santa Ana has been making it
difficult for individuals to depart at correct times, as well as making it difficult for one to be
certain there will be a bus stop located near them. I have ran into these dilemmas, often times
arriving at my destination later than expected, hoping OCTA reduces the deficiencies in bus
drivers and buses.
Bringing closer attention to my resolution I seek for the City. I look forward to having more funds
for the drivers that ride for OCTA, creating a well-balanced economy that helps both the drivers
and the passengers. People often pay ($2); This can slowly take part in the driver's wages. Not
only motivating the drivers to perform better, but also showing a great example to the mayor,
how much their people benefit and require from this aid. Constructing new stops to make it
easier for one to arrive at their destination more efficiently. Public transportation is something
that one may end up requiring one day, gladly saying that this will never decrease because of
