Department of Housing and Urban Development. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION At its Regular Meeting of April 17, 2007, the Community Redevelopment and Housing Commission recommended that the City Council approve the Consolidated Plan Annual Update and Amendment to the Citizen Participation Plan and authorize the submittal to the U. S. Department of Housing and Urban Development by a vote of 6:0 (Rodriguez absent). DISCUSSION The Community Development Agency receives funding from various formula grant allocation programs through the Department of Housing and Urban Development (HUD). These programs include the Community Development Block Grant (CDGB), the HOME Investment Partnership Grant (HOME), the Emergency Shelter Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Grant. These funds provide for affordable and supporti ve housing, community development programs, social services and economic opportunities. Since Santa Ana is the most populous city in the County, HOPWA funds are provided to the City for use throughout the County to address housing and supportive services for persons with HIV/AIDS. Prior to 1995, each of these programs required separate application and reporting procedures. Beginning in 1995, HUD required the submission of the Consolidated Plan, which is a five-year comprehensive planning document and application for all of these programs. It describes a 19C-1 Consolidated Plan Annual Update and Amendment to the Citizen Participation Plan May 7, 2007 Page 2 strategy to meet the needs of the community and identifies resources and programs that can be used to address them. Each year the City is required to submit an Annual Update to the Consolidated Plan. This document establishes a one-year investment plan that outlines the intended use of resources in the forthcoming fiscal year. The proposed Annual Update (Exhibit 1) covers the 2007-08 fiscal year. It reaffirms the established policy of allocating funding in neighborhoods where programs and resources would have a maximum impact. In addition, key programs will continue to be operated throughout the City in order to better serve the diverse needs in the community. HUD regulations require that the Annual Update be available for a 30-day public review period prior to being finalized to provide the residents of the jurisdiction the opportuni ty to offer comments. On March 17, 2007, notification was published in the Orange County Register that the draft plan was available for review beginning March 18, 2007, and that the public hearing would be held on April 17, 2007. It was also noticed in the La Opinion and the Nguoi Viet as well as on the City's website. The 30-day public comment period concluded on April 17, 2007. In accordance with Federal regulations, all neighboring jurisdictions were also informed of the draft's availability for review. All comments received, including all funding recommendations made by the City Council on April 16, 2007, have been included in the final document, which is due to HUD no later than May 15, 2007. The Citizen Participation Plan (Exhibit 2) is a component of the Consolidated Plan that describes the methods that the City will use to involve the public in the development of the Plan and in the creation of strategies for using federal grant funds to meet housing and community needs. The proposed changes to the Plan incorporate the CDBG Section 108 Guarantee Loan Fund Citizen Participation Plan regulations and stipulate that the Human Relations Commission will review and make recommendations on ESG grant applications.
