CITY MANAGER
RECOMMENDED ACTION
Award a contract to California Hazardous Services, Inc., for a Waste Oil
Systems Upgrade in the amount not to exceed $58,863.
DISCUSSION
The Santa Ana Corporate Yard, constructed in 1996, provides vehicle and
equipment storage areas, as well as offices for the Public Works Agency's
Water and Street Maintenance Divisions, the Parks, Recreations and
Community Services Agency Park Maintenance Division, and the Fleet
Maintenance Division of the Finance and Management Services Agency.
The fleet maintenance garage is a fully operational service and repair shop
for the approximately 866 vehicles and apparatus owned by the City. The
garage is equipped with hydraulic lifts, air compressors, vehicle testing
equipment, and storage tanks for fuel and waste oil. All tanks are
regularly monitored and tested to ensure compliance with California Water
and Health and Safety Codes. Recently, California codes for design and
testing of waste oil storage have changed. Current codes require stringent
pressure testing of the waste oil transfer lines. The recommended action
will redesign the transfer system in order to comply with the new
regulations.
