Award a contract to Paso Robles Tank, Inc., the lowest responsible
bidder, in accordance with unit bid prices in the estimated amount of
$1,151,350 for the East and West Reservoir upgrades.
2. Approve a Funding Analysis with a total estimated construction cost
of $1,459,100.
DISCUSSION
The City's East and West Reservoirs are located at 1730 South Santa Fe
Street and 207 South Mountain View Street, respectively (Exhibit 1).
Both reservoirs are 6 million gallon above ground circular steel tanks
constructed in the 1960' s. The exterior coating on both tanks has
deteriorated and needs to be replaced. In addition, both reservoirs
require safety upgrades and seismic retrofits to bring them into
compliance with current standards. To provide partial funding of these
improvements, the City has been awarded a grant from the United States
Environmental Protection Agency for an amount not to exceed $384,900.
The Notice Inviting Bids was advertised on March 2 and 5, 2007, and bids
were opened on April 4, 2007. A summary of the bid invitations mailed,
the bids received, and the bid results follows.

A total of two bids were received and both were responsive. The lowest
bid was submitted by Paso Robles Tank, Inc., for $1,151,350, which is
above the Engineer's estimate of $896,240.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, the proposed
project is exempt from further review. Categorical Exemption ER No. 2007-
65 will be filed for this project.
FISCAL IMPACT
The funding analysis shows a total estimated construction
$1,459,100 for the project (Exhibit 2). Funds are available in
Enterprise Capital Construction Fund (acct. no. 66-579-6635).
