RECOMMENDED ACTION
1. Award a contract to Fleming Environmental, Inc. , the lowest
responsible bidder for the base bid plus add-on alternate two in the
estimated amount of $673,870 for construction of the Zoo at Prentice
Park Picnic Area and Lighting, Delhi Park Landscaping, and Centennial
Park Picnic Shelters.
2. Approve a Funding Analysis with a total estimated construction cost of
$842,300.
3. Approve an appropriation adjustment recognizing $156,000 in the
Residential Development District 3 revenue account (account no. 313-
01-5070-3) and appropriating this amount to the Residential
Development District 3 expenditure account (account no. 313-232-6631);
and recognizing $74,000 in the Residential Development District 4
revenue account (account no. 314-01-5070-2) and appropriating this
amount to the Residential Development District 4 expenditure account
(account no. 314-232-6631).
DISCUSSION
Some of the existing amenities at the Zoo at Prentice Park, Delhi Park,
and Centennial Park have deteriorated and are in need of replacement or
upgrades (Exhibit 1) . This project consists of replacing the
existing shade structure with an open space picnic area including new
benches, landscaping, concrete walkways, and a new lighting system at the
Zoo at Prentice Park.

In addition, the project includes the installation of landscaping and an
irrigation system at Delhi Park and replacement of the existing shade
structures, including wall mounted flood lights, at Centennial Park.
Add-on alternative two will be used to install sod at Delhi Park. Once
completed, these improvements will provide better service and improve the
aesthetics at these parks.
The Notice Inviting Bids was advertised on March 12 and 14, 2007, and
bids were opened on April 4, 2007. A summary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of seven bids were received and all were responsive. The lowest
bid was submitted by Fleming Environmental, Inc., for $673,870, which is
below the Engineer's estimate of $714,260.
ENVIRONMENTAL IMPACT
Environmental Review Nos. 2004-119 and 2005-75 have been completed and a
Categorical Exemption has been filed for Project Nos. 06-6376, 06-6378
and 07-6000, pursuant to the California Environmental Quality Act.
Environmental Review No. 2000-005 has been completed. Negative
Declarations has been filed for Project No. 06-7905, pursuant to the
California Environmental Quality Act.

FISCAL IMPACT
The funding analysis shows a total estimated construction cost of
$842,300 for the project (Exhibit 2). Funds are available in the
Community Development Block Grant Fund (account. no. 156-347-6631) and
the Park Acquisition and Development Funds (account. nos. 301-232-6631,
313-232-6631, and 314-232-6631) .
