1. Award a contract to Alliance Streetworks, Inc. , the lowest
responsible bidder, in accordance with unit bid prices in the
estimated amount of $668,966 for construction of Fairview/MacArthur
intersection widening and Edinger/Mohawk traffic signal modification.
2. Approve a Funding Analysis with a total estimated construction cost
of $836,400.
DISCUSSION
The proposed widening at Fairview Drive and Edinger Avenue provides for
the addition of right-turn lanes for the southbound and eastbound
approaches (Exhibit 1). These improvements are needed to improve traffic
flow through the intersection which currently is not operating at an
acceptable level of service. This proj ect provides for construction of
new street pavement, sidewalks, curbs, gutters, and curbs ramps. The
project also includes a traffic signal modification at the intersection
of Edinger and Mohawk to provide protective left-turn movements and
right-turn movements. Improvements include replacing traffic signal
poles, foundations, conduits and signal equipment. Once completed, these
improvements will enhance safety and traffic flow for the Hector Godinez
High School students.
The Notice Inviting Bids was advertised on March 7 and 9, 2007, and bids
were opened on March 29, 2007. A summary of the bid invitations mailed,
the bids received, and the bid results follows.

FISCAL IMPACT
The funding analysis shows a total estimated construction cost of
$836,400 for the project (Exhibit 2). Funds are available in the Measure
M Street Construction fund (account no. 32-551-6631) and the Select
Street Construction fund (account no. 59-551-6631).
